TITLE: Establishment of a Bicycle Master Plan Oversight Committee
ABSTRACT:
The City plans to prepare a comprehensive, citywide Bicycle Master Plan as
recommended by the Citizen's Bicycle Safety Committee to further the goal of
promoting bicycle safety and responsible cycling within the City. The Bicycle Master
Plan Oversight Committee will provide guidance and public input for development of the
Bicycle Master Plan.
RECOMMENDATIONS:
1. Approve Resolution 2013- 25 to establish the Bicycle Master Plan Oversight
Committee to guide the preparation of a comprehensive, citywide Bicycle Master
Plan.
2. Appoint Councilmember Tony Petros to act as Chairperson for the seven
member Bicycle Master Plan Oversight Committee.
3. Direct the City Clerk to advertise and invite Newport Beach community members
to apply for an appointment to the Bicycle Master Plan Oversight Committee.
4. Establish a Council Ad -Hoc Appointments Committee consisting Mayor Pro Tern
Rush Hill, Council Member Nancy Gardner and Council Member Edward Selich
to review committee applications.
FUNDING REQUIREMENTS:
There is no fiscal impact related to this item.

DISCUSSION:
Established in August, 2010, the Citizen's Bicycle Safety Committee (CBSC) was
tasked with the goal of promoting bicycle safety and responsible cycling within the City
through public outreach, bicycle facility improvements, and review of City policies and
practices related to bicycles. The CBSC accomplished this goal by addressing the
duties outlined in the governing resolution (2010 -99). The extended term of the
committee sunseted on January 10, 2013.
In the 2012 CBSC annual report, the CBSC's primary recommendation was to develop
a comprehensive, citywide Bicycle Master Plan (BMP) to review existing bicycle
facilities, propose improvements and enhancements to the existing bicycle infrastructure
and network, prepare a sustainable education and outreach plan, propose outside
funding sources, and prioritize projects for inclusion into future construction and CIP
projects.
The preparation of the BMP will include public input to ensure the document addresses
the needs of the cycling community while balancing the needs of all roadway users. To
achieve this goal, staff recommends that Council establish a Bicycle Master Plan
Oversight Committee ( BMPOC) and task the committee to provide guidance on the
development of the BMP. The BMPOC meetings will provide the public forum
necessary for the success of the BMP. The committee will be subject to the Brown Act,
and meetings will be noticed accordingly.
During the 12 -18 month BMP development process, the BMPOC will meet "as needed"
to provide committee input and a public forum. Upon completion of the BMP and City
Council's approval, the committee will sunset and staff will continue the implementation
process.
Staff proposes the BMP process be led by a consulting firm that specializes in bicycle,
pedestrian and vehicle mobility as well as the creation of Master Plan documents. The
consultant agreement will be administered by Public Works staff who, along with
Community Development and Police Department staff, will be involved in the
development of the BMP.
Staff is currently developing a scope of work to request proposals from consulting firms
for the preparation of the BMP. Once the RFP process is complete staff plans to
request Council to approve the selected consultant in May of 2013.
ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this action is not subject to the California
Environmental Quality Act ( "CEQA ") pursuant to Sections 15060(c)(2) (the activity will
not result in a direct or reasonably foreseeable indirect physical change in the
environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378)

of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it
has no potential for resulting in physical change to the environment, directly or
indirectly.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).

RESOLUTION NO. 2013 -
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
NEWPORT BEACH, CALIFORNIA, TO ESTABLISH THE
BICYCLE MASTER PLAN OVERSIGHT COMMITTEE
WHEREAS, the City of Newport Beach supports bicycle usage for health,
transportation, and recreational purposes; and
WHEREAS, the City of Newport Beach plans to prepare a comprehensive, citywide
Bicycle Master Plan;
WHEREAS, the City of Newport Beach wishes to establish a Bicycle Master Plan
Oversight Committee to provide guidance and public input to the preparation of the Bicycle
Master Plan;
NOW, THEREFORE, The City Council of the City of Newport Beach, does hereby
resolve, determine and order as follows:
Section 1. Establishment
The Bicycle Master Plan Oversight Committee is hereby established to provide guidance
and a public forum for the preparation of a Bicycle Master Plan.
Section 2. Duties of the Committee
The committee will meet as- needed to review and provide input, guidance and a public
forum for the preparation of a Bicycle Master Plan.
Section 3. Composition of the Committee
The Committee shall consist of seven community members appointed by the Mayor and
ratified by the Council. Committee members will be individuals with background and
experience in casual, recreational, and commuter bicycling. The Committee shall be
chaired by a current member of the City Council.
Section 4. Duration of the Committee
Each Committee Member shall be appointed for the duration of the Bicycle Master Plan
preparation process. Upon completion and City Council approval of the Bicycle Master
Plan, the committee duties will be deemed complete and the committee will disband.

BICYCLE MASTER PLAN OVERSIGHT COMMITTEE
AUTHORIZATION: Established by Resolution No. 2013 -_, adopted on
March 12, 2013.
MEMBERSHIP: The Committee shall be composed of seven (7)
community members appointed by the Mayor and
ratified by the Council. Committee members will be
individuals with background and experience in
casual, recreational, and commuter bicycling.
The Mayor shall appoint the Committee Chair. All
meetings of the Committee shall be noticed and open
to the public.
TERM: Each Committee Member shall be appointed for the
duration of the Bicycle Master Plan preparation
process. Upon completion and City Council approval
of the Bicycle Master Plan, the Committee duties will
be deemed complete and the committee will disband.
Council Member appointees shall serve a one year
term. Appointments shall occur in January.
PURPOSE &
RESPONSIBILITIES: The Committee will meet as- needed to review and
provide input, guidance and a public forum for the
preparation of the Bicycle Master Plan.
