A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF NEWPORT BEACH EXPRESSING SUPPORT
FOR ASSEMBLY BILL 594
WHEREAS, the problem of litter and waste disposal
• created by the sale of malt, carbonated beverages, and other
food substances in non - returnable or throwaway non - biodegradable
containers is rapidly becoming one of the state's most serious
environmental concerns; and
WHEREAS, it costs the American taxpayer nearly $1.5
million each year to collect and dispose of beverage containers
alone and, in addition to the solid waste disposal and litter
crises, flip tops of metal beverage containers and fragments
of throwaway bottles present a major safety threat to consumers;
and
WHEREAS, Assemblyman Julian C. Dixon has introduced
legislation (AB 594) which if enacted would require a minimum
5¢ refund on all beer and soft drink containers sold in
California on or after January 1, 1975 and would in addition
ban any metal beverage container so designed that part of the
container is detachable without the aid of a can opener; and
WHEREAS, the City Council of the City of Newport
Beach believes that the enactment of AB 594 would aid in the
reduction of the environmental pollution to our parks, beaches
and highways, lessen the strain on our State's already over-
burdened solid waste disposal system, and make beverage and
other non - biodegradable containers safer for consumers;
NOW, THEREFORE, BE IT RESOLVED that the City Council
of the City of Newport Beach hereby expresses its strong support
of Assembly Bill 594.
BE IT FURTHER RESOLVED that the City Clerk is di-
rected to send copies of this resolution to Assemblyman

Julian C. Dixon, members of the Assembly Committee of
Natural Resources and Conservation, Assemblyman Robert E.
Badham, Senator Dennis E. Carpenter, and the League of
California Cities.
