TITLE: APPOINTMENT OF A NEW BALBOA VILLAGE ADVISORY COMMITTEE
MEMBER TO REPRESENT THE CENTRAL NEWPORT BEACH COMMUNITY
ASSOCIATION
ABSTRACT:
Due to a recent resignation on the Balboa Village Advisory Committee ( "BVAC "), the City
Council may appoint a new member pursuant to City Council Policy A -2 (Board, Commission
and Committee Appointments) and the Maddy Act.
RECOMMENDATION:
Appoint one person from the applicant list provided in the staff report to BVAC to fill the
unexpired balance of Laura Keane's term, which expires on December 31, 2016.
FUNDING REQUIREMENTS:
There is no fiscal impact related to this item.
DISCUSSION:
Laura Keane resigned from her seat on BVAC, as the representative of the Central Newport
Beach Community Association, via E -mail on August 27, 2013, with an effective date of
September 12, 2013. Her unfilled term is scheduled to expire on December 31, 2016.
Pursuant to City Council Policy A -2, the City Council's appointee to replace Ms. Keane will be
selected from the membership of the Central Newport Beach Community Association and
serve the remainder of Ms. Keane's unexpired term.
Pursuant to the Maddy Act and City Council Policy A -2, the City Clerk prepared and posted a
Notice of Unscheduled Vacancy on Friday, August 30, 2013 in the City Clerk's Office, at the
Central Library, and on the bulletin board in the City Council Chambers. The Notice was also
placed on the City's webpage on Friday, August 30, 2013, and was published in the Daily Pilot
on Saturday, August 31, 2013. As per the Notice of Unscheduled Vacancy, applications were

accepted by the City Clerk's Office until noon on Friday, September 13, 2013. Consistent with
the Maddy Act and City Council Policy A -2, final appointment to fill Ms. Keane's unexpired term
will not be made for at least ten working days after the posting of Notice of Unscheduled
Vacancy.
The following is a list of qualified applicants who desire to be considered for the current
unscheduled vacancy on BVAC:
1. Grace Dove
2. Howard Hall
A copy of the applications are attached hereto as Attachment A.
Appointment Process
Pursuant to City Council Policy A -2, the appointment to BVAC will take place in the following
manner:
A. The voting for the one vacancy will be done by paper ballot and the City Clerk will
tabulate and announce the results, including the vote tally.
B. Each member of the City Council will cast one vote on the paper ballot. In order to be
appointed, an applicant must receive at least four votes.
ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this action is not subject to the California
Environmental Quality Act ( "CEQA ") pursuant to Sections 15060(c)(2) (the activity will not
result in a direct or reasonably foreseeable indirect physical change in the environment) and
15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines,
California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in
physical change to the environment, directly or indirectly.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of the
meeting at which the City Council considers the item).

Balboa Village is a unique location remembered and used fondly by local residents and visitors from near and far. I feel that my
education, professional experience and long time residency give me the ability to analyze input, formulate recommendations and
make decisions to revitalize the Village. Especially relevant are my assignments with the County of Orange Harbors, Beaches
and Parks (now OC Parks) as ombudsman, a special assignment starting in 1991, to Dana Point Harbor helping the ground
lessees and their commercial and marina tenants, including The Ocean Institute interface with their lessor, the County. This
assignment eventually led to overseeing the DP Harbor Revitalization Plan and working on the transition of those private ground
leases to management agreements.

I have attended the Balboa Citizen Advisory Panel meetings in 2011 and 2012 as an active participant, speaking to and
submitting written comments regarding items presented. I have read all the studies presented by the city staff, consultants and
panel members. This commitment, I believe, will make me a valuable member of the Balboa Village Advisory Committee.
I also understand the residential parking problems, having lived at the same Balboa address since 1945, and having been a
homeowner here since 1962.
In addition, my family history is deeply rooted in Balboa, starting with my grandfather. He piloted the first ferry between
Corona Del Mar and the Balboa Pavilion in 1910. 1 worked for and managed a boat rental for twenty years in Balboa, from 1950
to 1970. This has given me an historical basis and an appreciation for the problems of businesses in the local area. My
involvement and concern for Balboa have been fostered by my active membership in local organizations (see application), for
many years as well.
I would look forward to the opportunity to bring my insight and experience to serving my community on the Balboa Village
Advisory Committee.
