A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF NEWPORT BEACH ESTABLISHING A COMMUNITY
DEVELOPMENT CITIZENS' ADVISORY COMMITTEE,
TOGETHER WITH CERTAIN PROCEDURAL RULES, AND
REPEALING RESOLUTION NO. 8463
• WHEREAS, by Resolution No. 8434, the City Council of
the City of Newport Beach determined that it was in the best
interests of the City to join with the County of Orange in
applying for Block Grant funds; and
WHEREAS, the City of Newport Beach included provisions
for the institution of a continuing community development
program; and
WHEREAS, the City Council of the City of Newport Beach
has determined that, in order to effectively pursue the develop-
ment and effectuation of said community development program, it
is necessary to establish a citizens' committee on community
development;
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Newport Beach that there is hereby established a
Community Development Citizens' Advisory Committee, to be
comprised of fourteen (14) citizens, who shall have full voting
rights, to be appointed for a one (1) year period; said committee
shall also include one (1) liaison member from the City Council,
one (1) liaison member from the Planning Commission, and one (1)
liaison member from the Parks, Beaches and Recreation Commission.
Duties and functions of the citizens' committee shall be as
follows:
1. Identify human needs to be addressed by the continu-
ing community development program, i.e., which needs are
to be focused on and how they should be assessed.
2. Establish a priority of those needs.
3. Recommend long -term goals and objectives.
4. Recommend programs and activities to meet the
objectives.

5. Determine the economic feasibility and source
of funding for all recommendations.
6. Evaluate the need for use of and location of
senior citizens' center.
7. Evaluate the effectiveness of the process and
the continuing community development program on an annual
basis, in the form of a full written report to the City
Council.
8. Submit interim progress reports, as required by
the City Council, approximately on a quarterly basis.
BE IT FURTHER RESOLVED by the City Council of the
City of Newport Beach that:
1. The officers of said committee shall be elected
by the committee and be comprised of a chairman, a vice-
chairman and a secretary;
2. A quorum shall consist of one -third of any
currently- serving membership, but not less than five (5)
persons eligible to vote;
3. The minutes of each meeting shall be recorded by
the secretary and transmitted to the City Council at the
next regularly scheduled meeting;
4. If an appointee is absent from three consecutive
meetings, while not absent from the County, this fact
shall be reported to the City Council;
5. Reports and recommendations of the citizens'
committee shall be made directly to the City Council, and
any publication of said committee shall require authoriza-
tion from the City Council;
6. Any letter written by a member of the committee,
representing the committee or stating recommendations made
or action taken by the committee, must be approved by the
chairman or vice- chairman before being mailed or delivered,
and a copy delivered to the secretary for filing;

BE IT FURTHER RESOLVED that the Community Development
Citizens' Advisory Committee shall only study and recommend
action on activities relating to and connected with the
Community Development Act of 1974.
BE IT FURTHER RESOLVED that the City Council shall
hold an annual review of the Community Development Citizens'
Advisory Committee for the purpose of determining the necessity
for continuing the existence of the Committee.
BE IT FURTHER RESOLVED that Resolution No. 8463
is repealed.
