A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF NEWPORT BEACH AMENDING THE LAND
USE ELEMENT, RESIDENTIAL GROWTH ELEMENT
AND RECREATION AND OPEN SPACE ELEMENT
OF THE NEWPORT BEACH GENERAL PLAN TO REVISE
• THE LAND USE DESIGNATIONS IN THE UPPER BAY
AREA FOR CONSISTENCY WITH THE STATE DEPART-
MENT OF FISH AND GAME AGREEMENT FOR THE
ECOLOGICAL RESERVE (AMENDMENT NO. 30)
WHEREAS, the City Council has adopted the Land
Use, Residential Growth, and Recreation and Open Space Elements
of the Newport Beach General Plan; and
WHEREAS, said Land Use, Residential Growth and
Recreation and Open Space Elements set forth objectives and
supporting policies which will serve as a guide for the future
planning and development of the City; and
WHEREAS, pursuant to Section 707 of the City Charter
of the City of Newport Beach, the Planning Commission has held
a public hearing to consider an amendment to the Land Use,
Residential Growth and Recreation and Open Space Elements, which
amendment sets forth the following changes:
1) Revise the Land Use Element in reference to Upper
Bay Area on page 20 with the addition of:
"A major portion of the Upper Bay recommended
for public acquisition was incorporated into
the Upper Newport Bay Ecological Reserve as
of April, 1975. A management plan will be
prepared by the State Department of Fish and
Game with the cooperation of the City and
County ".
2) Revise the Land Use Plan (map) to reflect the
designation of "Recreational and Environmental Open Space" for
all areas within the Upper Newport Bay Ecological Reserve;
3) Revise the Residential Growth Plan (map) by
• deleting the designation for "Residential with Alternate Use"
• from all areas within the Upper Newport Bay Ecological Reserve.
4) Revise the Recreation and Open Space Element with
the replacement of paragraph 2 on page 30 with the following:

"In April, 1975, the State acquired title
to the Upper Bay for the purpose of estab-
lishing the Upper Newport Bay Ecological
Reserve. The Reserve encompasses 741
acres. A Management plan for this area will
be prepared by the State Department of Fish
and Game, with assistance from the City and
County. Plans for the Ecological Reserve
will include viewpoints, access points, and
nature study trails ".
Delete the last two sentences of paragraph 3 referring
to a Master Plan for the Upper Bay.
5) Revise the Open Space Plan (map) to reflect the
change of designation of "Flora and Fauna Reserve with Alternate
Use" to "Flora and Fauna Reserve" for all areas within the Upper
Newport Bay Ecological Reserve.
WHEREAS, the Planning Commission has-recommended
to the City Council said amendment to the Land Use, Residential
Growth and Recreation and Open Space Elements of the Newport
Beach General Plan; and
WHEREAS, the City Council has held a public hearing
to consider said amendment;
NOW, THEREFORE, BE IT RESOLVED that the City Council
of the City of Newport Beach does hereby adopt General Plan
Amendment No. 30 as described hereinabove.
ADOPTED this 10th day of November , 1975.
