A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF NEWPORT BEACH SETTING FORTH
• THE TOTAL MEMBERSHIP OF THE ENVIRON-
MENTAL QUALITY CONTROL CITIZENS ADVISORY
COMMITTEE, TOGETHER WITH CERTAIN
PROCEDURAL RULES; AND REPEALING RESOLU-
TION NO. 8113
WHEREAS, by Resolution No. 7705, the Environmental
Quality Control Citizens Advisory Committee was established
for the purpose of identifying areas of actual or potential
environmental problems; gathering and studying facts and other
information relative to these problems, and suggesting various
alternative solutions; and identifying and setting forth the
economic, social and environmental cost - benefits involved in
regulating environmental quality; and
WHEREAS, it was determined that such Environmental
Quality Control Citizens Advisory Committee should be comprised
of fourteen (14) members; and
WHEREAS, the City Council, at its meeting of
October 9, 1973, approved certain procedural rules of said
Committee, and approved changing the number of voting members
of a total of fourteen (14);
NOW, THEREFORE, BE IT RESOLVED by the City Council
of the City of Newport Beach that:
1. The Environmental Quality Control Citizens Advisory
Committee shall be composed of fourteen (14) citizens to be
appointed by the City Council, with each Councilman appointing
two members, both of whom shall possess full voting rights;
2. A quorum shall consist of one -third of any
currently serving membership, but not less than five (5) persons;
• 3. If an appointee is absent from three consecutive
meetings, while not absent from the County, this fact shall be
reported to the appointing Councilman;

4. Any letter written by a member of the Committee,
representing the Committee or stating any recommendation made
or action taken by the Committee, must be approved by the
• Chairman or the Vice - Chairman before being mailed or delivered,
and a copy delivered to the Secretary for filing,
• ADOPTED this 8th day of December, 1975
