A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF NEWPORT BEACH SETTING FORTH THE EASTERN
BOUNDARY OF THE DOWNCOAST SPHERE OF INFLUENCE
AND GIVING ASSURANCE THAT THE CITY DOES NOT
• INTEND TO EXTEND THAT BOUNDARY FURTHER TO THE
EAST
WHEREAS, on August 9, 1976, the Newport Beach City
Council adopted a "Proposed Coastal Area Sphere of Influence
for the City of Newport Beach" in connection with the "Downcoast"
area; and
WHEREAS, the eastern boundary of said Sphere of
Influence includes Signal Peak, Wishbone Hill and a portion
of Muddy Canyon, more particularly described as follows:
From the existing City limits at the San
Joaquin Reservoir following in an easterly
direction along and including the top of
the San Joaquin Hills to a point easterly
of Signal Peak; then proceeding in a southerly
direction through Muddy Canyon, leading
easterly of Wishbone Hill and connecting
to the ocean easterly of Reef Point.
WHEREAS, said eastern boundary is based on sewage
facility and drainage considerations, as well as providing a
natural geographical division of the Downcoast area; and
WHEREAS, because of these considerations, the City
Council has no intention of extending this boundary further
easterly toward the City of Laguna Beach;
NOW, THEREFORE, BE IT RESOLVED that the City Council
of the City of Newport Beach wishes to go on record in favor
of the eastern boundary of the Downcoast Area Sphere of Influence
• being established as hereinabove set forth and to further give
assurance that the City of Newport Beach does not intend to

seek an extension of this boundary easterly towards the
City of Laguna Beach.
