WHEREAS, the County of San Bernardino adopted
Resolution No. R76 -199 strongly recommending that the
County of San Bernardino be utilized for the location of
a ten megawatt solar electric demonstration project; and
WHEREAS, the City of Newport Beach supports
research and development of both solar thermal and solar
electric power as a major alternate source of energy; and
WHEREAS, solar power can be a valuable alternate
source of power for Southern California and assist the
abatement of air pollution problems in the Southern
California region; and
WHEREAS, San Bernardino County, and in particular
the proposed area near Barstow, is an area ideally suited
for research and development of solar electric power
generation; and
WHEREAS, the Federal Energy Resources and Development
Administration intends to build a ten megawatt electric
central receiver solar pilot demonstration plant; and
WHEREAS, San Bernardino County supported the joint
proposal of Southern California Edison Company, Los Angeles

CITY OF NEWPORT BEACH URGING THE FEDERAL
ENERGY RESOURCES AND DEVELOPMENT ADMINISTRA-
TION (ERDA) TO LOCATE A SOLAR ELECTRIC
DEMONSTRATION PLANT NEAR BARSTOW, COUNTY
OF SAN BERNARDINO, CALIFORNIA AT THE EXIST-
ING COOLWATER FACILITY IN CONJUNCTION WITH
THE JOINT PROPOSAL OF THE STATE OF
CALIFORNIA, STATE ENERGY COMMISSION (SERCDC)
SOUTHERN CALIFORNIA EDISON COMPANY, LOS
ANGELES DEPARTMENT OF WATER AND POWER, AND
THE CALIFORNIA DEPARTMENT OF WATER RESOURCES
WHEREAS, the County of San Bernardino adopted

and Development Commission for locating the demonstration
plant near Barstow, California at the Coolwater facility;
and
WHEREAS, the Siting Analysis Maps of the Joint
Utilities Management Plan show that the proposed site is
in an area of "least potential for adverse effects;
NOW, THEREFORE, BE IT RESOLVED that the City Council
of the City of Newport Beach urges the Federal Energy
Resources and Development Administration to locate the ten
megawatt solar electric demonstration project at the area
selected and designated by the County of San Bernardino.
