A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF NEWPORT BEACH AUTHORIZING THE FILING OF
APPLICATIONS WITH THE ECONOMIC DEVELOPMENT
• ADMINISTRATION FOR FUNDS IN CONNECTION WITH
VARIOUS PUBLIC WORKS PROJECTS, AND AUTHORIZING
THE CITY MANAGER TO ACT AS THE CITY °S OFFICIAL
REPRESENTATIVE IN CONNECTION THEREWITH
WHEREAS, the Public Works Employment Act of 1976,
enacted by Congress this year, authorizes approximately
$4 billion of federal grants to cities, counties, special
districts and states through three different programs; and
WHEREAS, Title I authorizes $2.0 billion for local
public works projects. The estimated allocation to the State
of California is $250 'million; and
WHEREAS, the Public Works Department has recommended
that the City Manager be authorized to file applications with
the Economic Development Administration for funds to assist
with the construction of certain public works projects in the
City of Newport Beach.
NOW, THEREFORE, BE IT RESOLVED that the City Council
of the City of Newport Beach hereby authorizes the filing of
applications with the Economic Development Administration under
the Public Works Employment Act of 1976, Title I, for funds
for the following projects:

Project Title and Description Requested
1. Newport Center Branch Library
• This project will provide for the construction
of a new 10,000 square foot branch library at
Newport Center with provision for future
expansion. The library will provide facilities
for the current and projected population for
the Bluffs, Spyglass, Harbor View Hills and
adjacent residential communities. $370,000
Project Title and Description
2. Coping on Grand Canal Bulkheads
• This project will provide for the removal of
existing deteriorated coping from sea walls
on both sides of the Grand Canal and replace-
ment with new reinforced concrete coping.
3. Newport Island Channel Bicycle Bridge
Funds
Requested
$200,000
This project will provide for a bicycle /pedes-
trian bridge over Newport Island Channel allowing
bicyclists and pedestrians to bypass the narrow
Newport Boulevard bridge. There is now $20,000
in the 1976 -77 budget for this project. $ 50,000
4. Garage Building "C" at 16th Street Utility Yard
This project will provide for the construction of
a building for vehicle and equipment storage at the
16th Street Reservoir site. $ 70,000
Alleys in West Newport
This project will provide for the reconstruction of
27 alleys in the West Newport Area, totalling
approximately 5800 feet in length. The alleys,
which are presently paved with asphaltic concrete,
are in poor structural condition. The work proposed
will reconstruct the alley pavement with Portland
Cement Concrete. Plans would be prepared by a
private engineer. $226,000
6. Improvement of Coast Highway in West Newport
This project will provide for the widening of Pacific
Coast Highway adjacent to West Newport Park from the
Santa Ana River to 57th Street. $700,000
7. Improvements in West Newport Park
This project will provide for the development of
Phase II of West Newport Park. Improvements planned
for this space include the construction of 3 restrooms,
2 tennis courts, 4.handball courts, 1 basketball court,
a children's play area, 2.5 acres of landscaping and
parking for approximately 120 cars. In addition, a
bicycle trail will be constructed along the park's
northern boundary line which will ultimately connect
• with the County Regional Bikeway System. $275,000
BE IT FURTHER RESOLVED that the City Manager is hereby
authorized to act as the official representative of the City

in connection with the making of and processing of these
applications.
