HomeMy WebLinkAbout9746 - General Plan Amendment 80-1RESOLUTION NO. 9746 A RESOLUTION OF THE CITY COUNCIL OF THE CITY qb OF NEWPORT BEACH APPROVING AMENDMENTS TO THE LAND USE, RESIDENTIAL GROWTH, AND RECREATION AND OPEN SPACE ELEMENTS OF THE GENERAL PLAN, AND THE ACCEPTANCE OF AN ENVIRONMENTAL DOCU- MENT (GPA 80 -1) WHEREAS, Section 707 of the Charter of the City of Newport Beach provides that the City Council, upon recommendation of the Planning Commission, may amend the General Plan or any part thereof; and WHEREAS, the General Plan of the City of Newport Beach contains the Land Use, Residential Growth, and Recreation and Open Space Elements which will serve as a guide for the future planning and development of the City; and WHEREAS, the Planning Commission has held a public hearing at which it considered amendments to the Land Use, Residential Growth, and Recreation and Open Space Elements and adopted Resolution No. 1049 recommending to the City Council certain changes in said elements; and WHEREAS, an Initial Study and Negative Declaration have been prepared in compliance with the California Environ- mental Quality Act, and their contents have been considered in the decisions on this project; and WHEREAS, based on the information contained in the Negative Declaration, the project incorporates sufficient mitigation measures to reduce potentially significant environ- mental effects, and the project will not result in significant environmental impacts, NOW, THEREFORE, BE IT RESOLVFD that the following described amendments to the General Plan be adopted as follows: A. CHEVRON SERVICE STATION. Change the designa- tion on 10.2 acres northwesterly of the intersection of Coast Highway and Dahlia Avenue in Corona del Mar, from "Low Density Residential" to "Retail and Service Commercial" uses. B. FREEWAY RESERVATION - EAST. Change the designation on t 25 acres easterly of MacArthur Boulevard adjacent to Harbor View Hills from "Medium Density Residen- tial" with a maximum of 100 units to "Low Density Residen- tial" with a maximum of four dwellin units per buildable acre. C. BUILDABLE.ACREAGE. Change the Land Use and Residential Growth Elements of the General Plan, adding policy language stating that at the time the Planning Commission and /or City Council reviews a Planned Community Development Plan, Tentative Map and /or environmental docu- mentation for a particular project, consideration shall be given to deleting certain sensitive areas from the calcula- tion of the total number of residential units or square footage of commercial development: to be allowed on a site as follows: Flood plain areas. D. LOCATION OF STRUCTURES. Change the Land Use and Residential Growth Elements of the General Plan, to apply when considering the subdivision or resubdivision of land or to the adoption of Planned Community Development ' Plans, adding to the list of areas where no structures shall be built as follows: -2- • 1. Flood plain areas; 2. Natural slope areas greater than two to one (2:1) and greater than 25 feet high. E. MASTER PLAN OF BIKEWAYS. Change the Master Plan of Bikeways contained in the Recreation and Open Space Element as.follows: 1. Add a backbone bikeway on the westerly side of MacArthur Boulevard; 2. Add secondary bikeways at: a. Bison Avenue from Jamboree Road to MacArthur Boulevard; b. Santa Barbara Drive from Jamboree Road to Newport Center Drive West; C. San Miguel Drive from MacArthur Boulevard to San Joaquin Hills Drive; d. Versailles Blufftop Bikeway from Superior Avenue to Coast Highway at Newport Boulevard; and e. Placentia Avenue from Superior Avenue to northerly City boundary near 16th Street. A connecting trail should be shown in Costa Mesa.
