Where We've Been
In 2012, the City undertook a comprehensive process
with the assistance of a citizen Charter Committee to
review the City's Charter.
This review resulted in Measure EE, which was
approved by the voters at the November Zola General
Election.
Measure EE eliminated outdated rules and
inefficiencies in the City's Charter.
Where We're Going
In 2013, the City is undertaking a comprehensive
review of the City's Municipal Code and Regulatory
Fees with the goal of eliminating unnecessary or
outdated regulations and fees.
Ordinance No. 2013 -7 is the first to be brought to the
City Council under this review.
During the year, additional items may be brought to
the City Council for possible repeal /amendment.
What Ordinance No. 2013 -7 Does
Ordinance No. 2013 -7 may be separated into two parts:
Elimination of Unnecessary and Burdensome
Business Regulations; and
General Municipal Code Clean -Up.

Repeal of NBMC Chapter 5.16 regulating "Going Out
of Business Sales."
Repeal of NBMC Chapter 5.34 regulating business that
have pool tables and video games.
Repeal of NBMC Chapter 6.15 regulating Mobile X -Ray
Units.
Repeal of NBMC Chapter 6.2o regulating Tattoo
Establishments.
Repeal of NBMC Section lo.lz.02o regulating private
security guard uniforms.
General Municipal Code Clean -Up
Repeal of NBMC Chapter 2.04 regarding the location
of City Council Meetings.
Repeal of NBMC Sections 2.32.010 through 2.32.050
regarding the Traffic Division of the Police Dept.
Amendment of NBMC Section 5.04.020 to remove
reference to the "Going Out of Business" permit
previously required by NBMC Chapter 5.16.
Repeal of local amendment to Section 307.1.1 of the
California Fire Code related to outdoor recreational
fires.
Clean -Up Continued....
Repeal of NBMC Section ii.12.14o restricting bathing in
Newport Bay between Adams Street and the
intersection of Buena Vista Blvd. with Bay Avenue.
Repeal of NBMC Section 12.12.o6o regulating the City
parking lot at PCH and Newport Blvd.
