RESOLUTION NO. 10020
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF NEWPORT BEACH DISCONTINUING THE ISSUANCE OF
TRANSFERABLE ANNUAL PARKING PERMITS, REENACT-
ING THE PROVISIONS OF RESOLUTION NO. 9686 NOT
INCONSISTENT HEREWITH, AND RESCINDING RESOLU-
TION NO. 9686
WHEREAS, Section 12.044.120 of the Newport Beach
Municipal Code provides that in off - street parking meter zones
established by resolution, a vehicle may be parked and remain
parked in a parking space without the deposit of coin if such
vehicle has displayed a current valid parking permit issued by
the City pursuant to authorization of the City Council
established by resolution; and
WHEREAS, Resolution No. 9686 of the City Council
established a non - transferable and transferable annual parking
permit system and fee in certain off - street parking meter zones
and in City parking lots; and
WHEREAS, the City Council deems it appropriate to
eliminate the transferable annual parking permit provisions of
said resolution; and
WHEREAS, the City Council wishes to maintain in effect
the non - transferable annual parking permit system and fee, as
well as maintaining the reduced fee for senior citizens, thereby
reaffirming the provisions of Resolution No. 9686, with the
exception of the transferable annual permit provisions,
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Newport Beach that:

1. There is hereby established a parking permit system
consisting of the following types of permits:
a. A non - transferable annual parking permit for a
fee of Thirty Dollars ($30.00) when affixed to the front
windshield of a vehicle within a 7 -inch square in the
lower corner farthest removed from the driver's posi-
tion, shall authorize the parking of said vehicle as any
meter in off - street parking meter zones 11, 12, 13, 15
and 16 without the deposit of coins in the parking meter
adjacent to such parking space. Such permit shall also
authorize the use of the City parking lot at the Corona
del Mar State and City Beach Park and the Balboa parking
lot without the payment of an additional parking fee
when such lots are open for parking and space is avail-
able therein. It shall not, however, establish any
priority for parking space.
b. Pursuant to Section 12.44.120 of the Newport
Beach Municipal Code, the City Council determines that a
system of transferable annual parking permits is not
appropriate and is hereby terminated.
2. The parking permits established pursuant to this
resolution shall not be usable for the parking of buses. For
purposes of this resolution, the term "bus" shall mean any motor
vehicle, other than a motor truck or truck tractor, designed for
carrying more than nine (9) persons, including the driver, and
used or maintained for the transportation of passengers.
3. The permits hereinbefore established shall be
appropriately designed and dated to indicate the appropriate year

. during which the permit is valid.
4. The adoption of this resolution shall not be
construed to impair the validity of any existing parking permit
and all such permits shall continue to be effective for the term
for which issued.
5. Persons sixty -five (65) years of age or older may
purchase one non - transferable annual parking permit at a reduced
rate established at fifty percent (50 %) of the fee as set forth
in this resolution, subject to satisfactory evidence of the
following:
a. Proof of age;
b. That a vehicle is registered to and driven by
the person seeking the permit.
6. Resolution No. 9686 is hereby rescinded.
