A RESOLUTION OF THE CITY COUNCIL OF THE CITY
• OF NEWPORT BEACH ESTABLISHING AN AD HOC
COMMITTEE TO STUDY TRAFFIC CIRCULATION BETWEEN
TUSTIN AVENUE AND NEWPORT BOULEVARD
WHEREAS, the City of Newport Beach and CalTrans have
studied certain alternatives for improving traffic circulation on
Pacific Coast Highway in Mariners Mile; and
WHEREAS, business and property owners in Mariners Mile
have expressed concerns about the impacts of alternatives studied
to date; and
WHEREAS, at a public hearing held on June 27, 1983, the
City Council directed that an Ad Hoc Committee be formed to
restudy the traffic circulation system between Tustin Avenue and
Newport Boulevard;
NOW, THEREFORE, BE IT RESOLVED that an "Ad Hoc Mariners
Mile Traffic Circulation Committee" be formed; the membership,
purpose, duties and term of the Committee shall be as set forth
herein.
MEMBERSHIP. The Committee shall be composed of seven
members, which shall include the Mayor and the following
additional members appointed by the Mayor:
1.
One
additional City
Council
representative.
2.
One
representative
from the
Planning Commission.
3.
One
representative
from the
Citizens Traffic
Advisory Committee.
4. Two representatives from the Mariners Mile business
and property owners community, or their consultant.
5. One citizen at large to be selected from individu-
als familiar with and interested in traffic prob-
lems in the City.
STAFF & TECHNICAL SUPPORT. Staff liaison shall be
provided by the Public works Director and /or the City Engineer.
• Additional technical support may be provided by the City Traffic
Engineer, and by consultants as may be selected from time to
time. Staff representation shall be non - voting.
PURPOSE & RESPONSIBILITIES. The purpose of the
Committee is to study alternatives for improving traffic circula-
tion along Pacific Coast Highway in Mariners Mile. This task may
include consideraiton of the practicability and usefulness of
alternate and /or parallel routes such as Avon Street, a second
Bay crossing and University Drive. This task shall also include
review of the alternatives previously studied by the City and
CalTrans in conjunction with the project considered by the City
Council on June 27, 1983.
Studies to be performed and considered may include
present and future traffic generation studies for Mariners Mile,
origin and destination studies, overall traffic projections and
limited environmental studies.
In its deliberations, the Committee shall consider
economic feasibility of alternates, probable significant environ-
mental impacts, other impacts, traffic service benefits, overall
practicability of proposed solutions, and the time required to
implement proposed solutions.
The Committee shall meet regularly and report periodi-
cally on its progress to the City Council. Upon completion of
its deliberations, the Committee shall prepare a final report to
the City Council with such recommendations as it deems
• appropriate.
TERM. The term of the Committee shall automatically
expire in six months, on January 9, 1984, unless extended by
specific action of the City Council. The term of the Committee
may expire at an earlier date if a final report is presented to
and accepted by the City Council at an earlier date.
