TITLE: Accept 2011 Homeland Security Grant Program Funds for
Volunteer Emergency Management ID Badge System
ABSTRACT:
The 2011 Homeland Security Grant Program (HSGP) has awarded the City a Volunteer
Emergency Management ID Badge System. This grant is awarded through the Citizen
Corps Program whose "mission is to bring community and government leaders together
to coordinate the involvement of community members and organizations in emergency
preparedness, planning, mitigation and response." The funding for this grant is part of a
countywide effort to provide identification badges to Citizen Corps volunteers.
RECOMMENDATION:
Approve Budget Amendment No. 14BA- 018 recognizing a $12,600.00 grant from
Homeland Security in Revenue Account No. 2335 -4932 and appropriating $12,600.00
to the Fire Department Special Dept. Supplies NOC account, 2335 -8200.
FUNDING REQUIREMENTS:
The Budget Amendment records and appropriates $12,600 in additional revenue from
Homeland Security and $12,600 in increased expenditure appropriations. The revenue
will be posted to the Special account in the Fire Department, 2335 -4932 and the
purchase will be expensed to the Special Dept. Supplies NOC account in the Fire
Department, 2335 -8200.

DISCUSSION:
The 2011 Homeland Security Grant Program (HSGP) has a Citizen Corps Program
component. Within the City of Newport Beach, Citizen Corps programs include
Community Emergency Response Team (CERT), Radio Amateur Civil Emergency
Services (RACES), Volunteers in Policing (YIPS) and Neighborhood Watch. This
identification badge project was approved through the state and county and complies
with the HSGP grant guidelines. The identification badge system will be utilized
exclusively by City of Newport Beach Citizen Corps programs to provide proper
identification for all Citizen Corps volunteers. The identification badge system is a
portable, compact, turn -key system that can be easily transported and utilized as a self -
contained work station at any incident. The complete system is integrated into a
durable, water tight mobile case and includes a printer, camera, computer, monitor and
all of the software to rapidly print identification badges by simply plugging in the system.
The identification badge system may also be used to process and issue identification
badges in the City's Emergency Operations Center or directly at the scene of a large
scale incident.
ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this project exempt from the California
Environmental Quality Act ( "CEQX) pursuant to Section 15060 (c)(2) (the activity will
not result in a direct or reasonably foreseeable indirect physical change in the
environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378)
of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it
has no potential for resulting in physical change to the environment, directly or
indirectly.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).

regional benefit, and degree of applicability to the over arching Homeland Security Grant goals and
objectives.
It is critical that you become familiar with the 2011 Homeland Security Grant Program Guidance and the
2011 Homeland Security Grant Program California Supplemental Guidance. It is also imperative you
contact the Homeland Security Grant Unit before funding any project that may be questionable in regards
to Homeland Security Grant Program procurement guidelines and/or the Authorized Equipment List. All
