Undergrounding of all Private Overhead Service Lines to be
Funded by Property Owners
Rule 20A Funds
California Public Utilities Commission sets Rule 20A policies to use
allocations for utility underground areas that satisfy one or more of
the following criteria:
• Unusually Heavy Concentration of Overhead Facilities
• Heavily Traveled
• Designated as an Arterial or Major Collector Road
• Within, or Passes Through Civic, Recreational or Scenic
Area
20a Funds can pay for 100% of design and construction cost of
mainline along street and up to 100 feet of service connections
along both sides of the street, if warranted.

Responsibility of Property Owners.
A. Every person owning, operating, leasing, occupying or
renting a building or structure within a district shall
construct and provide that portion of the service
connection on his property between the facilities referred
to in Section 15.32.090 and the termination facility on or
within said building or structure being served, all in
accordance with the applicable rules, regulations and tariffs
of the respective utility or utilities on file with the
Commission.
