Newport Beach City Council:
With the possibility our trash service may be contracted out, I am very
concerned with safety and security.
In the Dover Shores area, home burglaries have increased dramatically
in the past couple of years. if we have a trash serivice that requires trash
cans be used, many residents like myself, will have to have the cans sit out
all day on trash day because like many residents I work and would not be
able to bring in the cans until arriving home in the evenings.
Trash cans sitting out all day are an advertisement that says no one is
home at that residence and so increases the risk of a home burglary. With
our current trash service I can put my garbage in plastic bags which are
picked up leaving nothing behind. I feel much safer with this trash service.
Please consider this issue before you vote to out - source our trash
service. I would like to see our trash service remain the way it has been for
many, many years. It has served us very well.

Mayor and Council Members:
The City Council is considering the Outsource of solid waste collection and recycling services, and has directed staff to
obtain and evaluate proposals from commercial companies to provide these services. Staff is currently recommending a
contract to be executed with CR &R,
primarily on the basis of Low Cost.
We have reviewed the Proposals submitted by the 3 companies selected for the city's short list, along with the single
recommended contract with CR &R as submitted by staff.
Staff has previously pointed out to Council and the Public that the State of California has requirements for diversion
enhancement with corresponding capital investment requirements . They have made what we believe is a sound
recommendation to consider Outsource.
Staff has recommended that the Council adopt a contract with provider, CR &R, on the basis of Lowest Cost.
The CR &R proposal, when comparing like for like scope with Rainbow, is NOT truly low cost.
The CR &R contract submitted by city staff to Council for approval provides for a number of Extras-- -
most notably an additional annual amount of $925,830.00 ( $77,115.00 /month) associated with
achieving 65 %of the State - mandated diversion enhancement 2020 requirements.
CR &R's total monthly compensation at this 65%
diversion rate is proposed at $360,935.
In contrast, Rainbows proposal INCLUDES amounts required to achieve 75% diversion in the same period for NO
upcharge, at a total monthly compensation of $356,530.
APPLYING A LIKE - FOR -LIKE EVALUATION, RAINBOW PROVIDES THE LOWEST BID.
In addition, Rainbow issued an LOI to offer employment to city trash collectors not taking early retirement benefits with
the City.
Rainbow is the only provider who offers fully integrated collection and waste management, recycling inhouse.
Rainbow also has the greatest experience with dense, residential community service in areas comparable to those of
Newport Beach.
and has designed its operation to respond to and meet distinct sets of customer needs.
Rainbow demonstrated in its proposal that it is willing to stand by its scope and cost proposal - - -and not apply a strategy
including a stream of Extras.
We request that the Council move to SELECT RAINBOW on the basis of apples to apples LOWEST COST WITH GREATEST
VALUE - --
and direct Staff to develop a draft Contract with Rainbow for Council approval. This is in the best interests of the City,
and the public, its constituents.
