RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH
APPROVING THE 1996 -1997 ONE YEAR ACTION PLAN AND BUDGET AND
AUTHORIZING THE CITY MANAGER TO SUBMIT THE APPLICATION TO
• THE DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT
WHEREAS, the City of Newport Beach is making a good faith effort to implement
the policies and programs contained in the City's General Plan; and

WHEREAS, it is the City's desire to benefit low and moderate income households;
WHEREAS, the City is eligible for 1996 -97 Community Development Block Grant
(CDBG) entitlement funds which may be used for a wide variety of activities as set forth in the
Statement of Community Development Objectives; and
WHEREAS, the City has published a notice announcing the availability of funds that
requested proposals for projects; and
WHEREAS, the City has published a notice of public hearing requesting comments
on the development and approval of the One Year Action Plan to the Consolidated Plan Document
(CPD) and made it available to the public; and
reviewed; and
WHEREAS, the Proposed One Year Action Plan to the CPD has been thoroughly
WHEREAS, in the developmentand approval of the Proposed One Year Action Plan
to the CPD the City has considered all public comments or views which have been received either
in writing or at the public hearing; and
WHEREAS, Congress is debating the 1996 -97 federal budget which may effect the
amount of CDBG entitlement funding available to the City.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
• Newport Beach that the 1996 -1997 One Year Action Plan and Budget is approved in order to
provide for alternative funding allocations;

BE IT FURTHER RESOLVED that the City Manager is hereby identified as the
official representative of the City of Newport Beach to submit the Approved One Year Action Plan
to the CPD, the budget and application, all required understandings and assurances, and such
additional information as may be required.
• BE IT FURTHER RESOLVED that the City Manager is hereby identified as the
official representative of the City of Newport Beach to sign all appropriate subagent agreements for

the use of funds approved in the One Year Action Plan to the CPD.
