Webb, Public Works Director 949 -644 -3330, dawebb @newportbeachca.gov PREPARED BY: Brad Sommers, Senior Civil Engineer 949 - 644 -3326, bsommers @newportbeachca.gov APPROVED: I" A\ 'V TITLE: Adopt Resolution to Approve Projects for the 2015 Federal Transportation Improvement Program Update ABSTRACT: As part of the current Orange County Transportation Authority's update of the Federal Transportation Improvement Program, the City is required to adopt a Resolution affirming its intention to allocate necessary funds and implement the Bicycle Corridor Improvement Projects the City was awarded which are partly funded by Federal Transportation grant funds. RECOMMENDATIONS: 1. Adopt Resolution 2013 - 86 affirming the City intends to fund and allocate resources to implement the Bicycle Corridor Improvement Projects as part of the 2015 Federal Transportation Improvement Program. FUNDING REQUIREMENTS: There is no fiscal impact related to the adoption of this Resolution. The required funding for these bicycle corridor improvement projects is included within current FY 2013/14 Capital Improvement Budget. DISCUSSION: The Federal Transportation Improvement Program (FTIP) is a listing of all capital transportation projects proposed over a six -year period. Projects include highway improvements, transit, rail and bus facilities, high occupancy vehicle lanes, signal synchronization, intersection improvements, freeway ramps, bike facilities, etc. The Adopt Resolution to Approve Projects for the 2015 Federal Transportation Improvement Program Update November 26, 2013 Page 2 OCTA FTIP database includes all projects that are deemed regionally significant, regardless of the funding source and allow local agencies access to view and amend their projects. As part of the 2015 FTIP update, the Orange County Transportation Authority (OCTA) requires local jurisdictions to adopt a Resolution affirming the City intends to allocate resources to fund and implement the federally funded projects. Currently, the City has two bicycle facility improvement projects that are listed in the FTIP. These projects were awarded Federal Congestion Mitigation Air Quality (CMAQ) funding through a successful grant application to the OCTA Bicycle Corridor Improvement Program. The projects are detailed below: 1. Eastbluff Drive -Ford Road Class II Bike Lane Improvement Project — This project will create a bike lane along the south shoulder of Eastbluff drive between Mar Vista and Jamboree Road through physical widening of the roadway. The bike lane striping and signage improvements will be added along both shoulders of Ford Road between Jamboree Road and MacArthur Boulevard, connecting to the existing Bonita Canyon Road bike lanes. 2. Newport Beach Class II Bike Lane Improvement Project — This project will create bike lanes and close bike lane gaps on Jamboree Road (Coast Highway to Bay View Place), San Joaquin Hills Road (Jamboree Road to Spyglass Hill Road), and Spy Glass Hill Road (San Joaquin Hills Road to San Miguel Drive). BCIP Project Funding Summary Preliminary design has been completed for both projects and each project has been submitted to Caltrans for formal approval as required by the federal funding process. Upon Caltrans approval, the projects will go through the public bid process and be brought to Council for approval of the construction contract. Construction is planned for the winter of 2014. ENVIRONMENTAL REVIEW: Staff recommends the City Council find this action is not subject to the California Environmental Quality Act ( "CEQA ") pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the CONSTRUCTION FUNDED BY FUNDED BY PROJECT COST ESTIMATE GRANT CITY Eastbluff Drive -Ford Road Bike $270,000 $235,000 $35,000 Lane Project Bike Lane Improvement Project $215,000 $187,000 $28,000 Preliminary design has been completed for both projects and each project has been submitted to Caltrans for formal approval as required by the federal funding process. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item). Public Works Director Attachments: A. Resolution RESOLUTION NO. 2013 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH CERTIFYING THAT THE CITY HAS THE RESOURCES TO FUND THE PROJECTS SUBMITTED FOR INCLUSION IN THE 2015 FEDERAL TRANSPORTATION IMPROVEMENT PROGRAM WITHIN FFY 2014115 — 2019/20 AND AFFIRMS ITS COMMITMENT TO IMPLEMENT ALL PROJECTS IN THE PROGRAM WHEREAS, the City of Newport Beach is located within the metropolitan planning boundaries of the Southern California Association of Governments; and WHEREAS, the City of Newport Beach desires to include the Eastbluff Drive /Ford Road Class II Bike Lane Project and Newport Beach Class II Bike Lane Improvement Project in the Orange County Transportation Authority's (OCTA) 2015 Federal Transportation Improvement Program (FTIP); and WHEREAS, the City of Newport Beach is able to commit funding for the City's share as required and accepts responsibility to fully implement submitted projects; and WHEREAS, the City of Newport Beach is the lead agency for projects and will comply with applicable local, state, and federal provisions including the Federal Transportation Improvement Program, California Environmental Quality Act, National Environmental Policy Act, Americans with Disabilities Act, and Buy America; and WHEREAS, the City of Newport Beach agrees to the Eastbluff Drive /Ford Road Class II Bike Lane Project and Newport Beach Class II Bike Lane Improvement Project as shown in the 2015 FTIP: and WHEREAS, the City of Newport Beach possesses legal authority to submit the projects for inclusion in the FTIP and to finance and construct the projects; and WHEREAS, the City of Newport Beach desires to finance and construct projects as noted in the FTIP in a timely manner. NOW, THEREFORE, the City Council of the City of Newport Beach resolves as follows: Section 1: The Recitals provided above are true and correct and are incorporated into the substantive portion of this resolution. Section 2: The City Council does hereby affirm the City's commitment to the projects submitted in the 2015 Federal Transportation Improvement Program. 1 Section 3: This resolution shall take effect immediately upon its adoption by the City Council and the City Clerk shall certify the vote adopting the resolution.
