The City Arts Commission has the responsibility to review all programs and requests for support from arts groups and make recommendations for funding to the City Council for final approval. RECOMMENDATION: Approve recommended recipients for FY 2013114 Cultural Arts Grants as selected by the City Arts Commission in accordance with City Council Policy 1 -10 — Financial Support for Culture and the Arts. FUNDING REQUIREMENTS: The current adopted budget includes sufficient funding for this purchase. It will be expensed to the City Grants account in the Cultural and Arts Department, 4002 -8254. DISCUSSION: City Council Policy 1 -10 recognizes the importance of promoting culture and the arts within the city and establishes a Reserve Fund for Culture and Arts. The sum of $40,000 is provided annually for specific cultural or artistic planning or projects as approved by the City Council. The City Arts Commission has the responsibility to review all programs and requests for support from arts groups and make recommendations for funding to the City Council for final approval. The Commission received grant proposals from twelve cultural organizations for funding of approximately $112,300 in free cultural arts programming for the Newport Beach community in fiscal year 2013 -14. After careful deliberation the following recommendations, totaling $40,000, were approved at the November 14, 2013 and November 25, 2013 meetings: Cultural Arts Grants, 2013/14 December 10, 2013 Page 2 ExplorOcean Newport Beach has begun its fourth year of Sea Tales, a pre - school program designed to capture children's love of the ocean as early as possible. Hosted on the first and third Wednesday of each month, in the Ocean Literacy Center, children ages 2 -5 and their parents join staff for an ocean themed experience. With an emphasis on early childhood development and engaging children's curiosity, Sea Tales uses a variety of hands -on activities including storytelling, arts and crafts and touch tank exploration introducing them to local creatures of the sea. Baroque Music Festival $2500 The mission of Baroque Music Festival of Corona del Mar is to present, for the local community, quality Baroque music performances at affordable prices in an intimate environment. Funding for this organization will be used to hire noted musicians to take the audience on a journey through the developmental history of Baroque music from pre -1600 to 1714. This will be an aural journey contrasting modern, Renaissance and Baroque period instruments, sounds and styles. South Coast Repertory Theater presents an annual series of Theater for Young Audiences (TYA). As the only professional youth- oriented theater company in Orange County, TYA's main purpose is to introduce the vitality and magic of professional theater to all Orange County children, especially those in underserved areas. This year's funding will support this series of professionally produced plays created especially for children. This year's productions are Ivy & Bean, the Musical, James and the Giant Peach, and The Stinky Cheese Man and Other Fairly Stupid Tales. Southland Opera $3000 The goal of Southland Opera is to provide relevant and responsive programming to Southern California students, teachers and families. The year Southland Opera proposes to perform the music assemblies Adventures in Song and Story and /or Operetta! A World Tour in each of the six elementary schools in the city of Newport Beach. Festival Ballet Theatre $2000 Since its founding in 1988, Festival Ballet Theatre has become one of Southern California's most vibrant and accomplished ballet companies, presenting works that epitomize the artistry of professional ballet. Festival Ballet Theatre (FBT) proposes to bring its "Ballet to Schools" program to two Newport Beach elementary schools. FBT dancers will perform a narrated, abbreviated version of the Nutcracker, tailored for children ages five to fourteen. The program coordinator and performers will then guide students through an interactive lesson on how pantomime, music and costumes tell a story and express emotions without words. The Newport Beach Film Festival's goal is to provide cultural enrichment, family entertainment, and education to the residents of Newport Beach and surrounding areas through the medium of cinema. With this funding, the Newport Beach Film Festival is planning a multi - program series, covering several days of the Festival similar to the 2013 Seminar Series and Special Cultural Arts Grants, 2013/14 December 10, 2013 Page 3 Screenings. This will be held starting the first weekend of the Festival at locations in Newport Beach and the surrounding area. Seaside Musical Theatre introduces young people to the performing arts. Seaside Musical Theatre will provide Newport Beach community members, particularly children ages 7 -17, with an opportunity to be part of a unique high quality theatrical experience. The first production will be It's Broadway Baby!, a dynamic and fast paced Broadway Revue featuring approximately 35 cast members ages 7 -17. The City of Newport Beach Arts Commission is dedicated to providing a range of free cultural programming that enriches the entire community, especially children and families. The Arts Commission sponsors multidisciplinary arts programs funded by the Cultural Arts Grant Program such as arts lectures, public art projects, and visual art exhibitions in Central Library and at City Hall. The Arts Commission extends the range of arts programming by providing additional funding for the Concerts in the Parks series and the Shakespeare by the Sea held each summer. ENVIRONMENTAL REVIEW: Staff recommends the City Council find this action is not subject to the California Environmental Quality Act ( "CEQA ") pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly.
