A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
NEWPORT BEACH CONCERNING THE STATUS OF THE
CIRCULATION ELEMENT FOR THE CITY OF NEWPORT
BEACH
WHEREAS, the City Council of the City of Newport Beach desires to
maintain and improve the streets within its jurisdiction, including those arterials contained
in the Master Plan of Highways (MPAH); and
WHEREAS, the City Council of the City of Newport Beachhas endorsed a
definition of and a purpose for, determining consistency of the City's Traffic Circulation
Plan with the MPAH; and
WHEREAS, the City Council of the City of Newport Beach has adopted a
General Plan Circulation Element which does not preclude implementation of the MPAH
within its jurisdiction, and
WHEREAS, The City is required to adopt a resolution every even numbered
year informing the Orange County Transportation Authority (OCTA) that the City's
Circulation Elements is in conformance with the Master Plan of Arterial Highways and
whether any changes to any arterial highways of said Circulation Element have been
adopted by the City during Fiscal Years 2004105 and 2005106; and
WHEREAS, the City is required to send annually to the OCTA all
recommended changes to the City Circulation Element and the County Master Plan of
Arterial Highways for the purpose of requalifying for participation in Streets and Roads
Programs.
NOW, THEREFORE, be it resolved by the City Council of the City of
Newport Beach does order as follows:
The City of Newport Beach does hereby inform the Orange County
Transportation Authority that:

a) The arterial highway portion of the City's Circulation Element is in
conformance with the County Master Plan of Arterial Highways; and
b) The City attests that no unilateral reduction in through lanes has
been made on any MPAH arterials during Fiscal Years 2004/05 and
2005/06; and
c) The City has adopted a uniform setback ordinance providing arterial
highway classification; and
d) The City has adopted previsions for the limitation of access to arterial
highways in order to protect the integrity of the system.

resolution, being Resolution No. 2006 -47 was duly and regularly introduced before and adopted by
the City Council of said City at a regular meeting of said Council, duly and regularly held on the
27th day of June 2006, and that the same was so passed and adopted by the following vote, to wit:
