A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF NEWPORT BEACH CREATING AN AD HOC ADVISORY
COMMITTEE TO THE TIDELANDS AFFAIRS COMMITTEE
WHEREAS, the City desires to develop a public awareness
program with marina owners, vessel owners and offshore mooring
permittees for the purpose of curtailing vessel waste discharging
into the harbor; and
WHEREAS, it is in the best ,interest of the City of
Newport Beach that a City Council Committee be formed, with
direction given to the Committee to make recommendations back to
the City Council.
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Newport Beach that the Ad Hoc Advisory Committee to
the Tideland Affairs Committee be and hereby is established.
BE IT FURTHER RESOLVED that the composition, function
and duties of the Committee shall be as follows:
1. Membership
Membership shall consist of the Mayor and of six
other members to be recommended by the Tideland Affairs
Committee, and appointed by the Mayor. Membership shall include
representatives from the Marine Division of the Chamber of
Commerce, the boating industry, a marina owner, the Citizens'
Environmental Quality Control Committee, the Newport Beautifica-
tion Advisory Committee and a citizen at large.
2. Duties and Responsibilities
(a) To develop a system for signing in all marinas
which states that Newport Harbor is a no- discharge harbor;
(b) To develop a signing system and to encourage
boaters to place a small sign in vessel restrooms stating that it
• is unlawful to use a marine head unless, the head is discharging
into a holding tank;

(c) Encourage private marinas to place a clause in
their respective rental agreements requiring vessel compliance
with applicable U.S. Coast Guard and marine sanitation device
• law, as a condition of their tenancy in the marina;
(d) To identify the number and potential locations for
future marine holding tank pump out stations in Newport Bay;
(e) Investigate various alternatives to assure that
liveaboards on vessels have Coast Guard approved holding tanks
and adequate arrangements for holding tank discharge at pump out
stations; and
(f) Develop an interface program with the Newport Beau-
tification Advisory Committee for the purpose of maintaining an
interactional relationship with upland business and homeowner's
associations so that debris, petroleum products or other
materials, do not enter into the bay storm drain system.
3. Termination
This Committee shall sunset on March 24, 1985.
