A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
NEWPORT BEACH APPROVING GENERAL PLAN AMENDMENT
85 -1(a), AMENDING THE LAND USE AND RESIDENTIAL
GROWTH ELEMENTS OF THE NEWPORT BEACH GENERAL PLAN,
AND ACCEPTANCE OF AN ENVIRONMENTAL DOCUMENT.
• WHEREAS, as part of the development and implementation of the
City of Newport Beach's General Plan, a Residential Growth Element was
adopted on May 29, 1973; and
WHEREAS, the Residential Growth Element is not a mandatory
Element of the General Plan; and
WHEREAS, the recent enactment of housing legislation has rendered
most of the Residential Growth housing policies obsolete; and
WHEREAS, Housing Element Program Objective 14 requires the City
to eliminate the Residential Growth Element; and
WHEREAS, the City Council of the City of Newport Beach has read,
reviewed and considered the environmental documentation, including
public comments received during the public hearing, consisting of an
Initial Study and Negation Declaration, copies of which are on file in
the office of the Planning Director of the City of Newport Beach,
prepared in conjunction with these proposed amendments, has determined
that the environmental documentation satisfies all of the requirements
of the California Environmental Quality Act (CEQA) , the State CEQA
Guidelines (GUIDELINES) promulgated pursuant to CEQA, City Policy K -3,
and that the environmental documentation was considered in the de-
cisions reflected in this resolution; and
WHEREAS, the City Council of Newport Beach has held a duly
noticed public hearing to consider these amendments to the Land Use
and Residential Growth Elements of the Newport Beach General Plan; and
WHEREAS, the Land Use Element, as amended, is in conformance with
the requirements of the Government Code; and
• WHEREAS, the City Council desires to adopt these amendments to
the Newport Beach Land Use Element as set forth in Exhibit "A ", the
strikeout and underlined Land Use Element, and eliminate the Residen-
tial Growth Element, and accept the Environmental Document.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of
Newport Beach that the proposed amendments to the Land Use Element of
the General Plan of the City of Newport Beach are hereby approved and
adopted as set forth in Exhibit "A" and the environmental document is
accepted; and
40 THEREFORE BE IT FURTHER RESOLVED by the City Council of the City
of Newport Beach that the Residential Growth Element is hereby abol-
ished.

Newport Beach on the 11th day of February , 1965, by the following
vote, to wit:
