A RESOLUTION OF THE CITY COJ\ICIL OF THE
CITY OF NEWPORT BEACH SUPPORTING MITIGATION
MEASURES FOR OFFSHORE OIL DEVELOPNIENT
EMISSIONS
WHEREAS, the City Council of the City of Newport Beach
has, in the past, opposed leasing and /or development of certain
offshore tracts for the purpose of oil production; and
WHEREAS, the City Council's opposition to the
development of offshore oil producing facilities has been based,
in part, on concerns that such activity could have a substantial,
adverse impact on air quality in and around Newport Beach; and
WHEREAS, the Clean Air Act and the California Health
and Safety Code mandate the South Coast Air Quality Management
District to achieve and maintain the Federal and State ambient
air quality standards at the earliest possible date by
application of the best available technological and
administrative practices; and
WHEREAS, there are offshore areas proposed for oil
exploration and development which are adjacent to the South Coast
District which have a potential for significant, adverse air
quality impacts; and
WHEREAS, in the event that offshore oil development is
approved for tracts near Newport Beach, the Department of
Interior, and other Federal agencies, should be required to
condition the exploration and development such that local and
regional air quality impacts are minimized.
NOW, THEREFORE, BE IT RESOLVED that the City Council of
• the City of Newport Beach supports efforts by the South Coast Air
Quality Management District to adopt rules and regulations which
require those .involved in offshore oil development operations to
use of the best available air pollution control technology and
equipment; and
BE IT FURTHER RESOLVED that the City Council of the
City of Newport Beach supports rules and regulations which
require an offset of all potential net increases in air
. contaminate emissions generated by offshore oil operations; and
BE IT FURTHER RESOLVED that Federal regulations
governing offshore exploration and development should be
consistent with, and at least as stringent as, the rules and
regulations adopted by the South Coast Air Quality Management
District; and
BE IT FURTHER RESOLVED that the Governor, the State
Legislature and all appropriate State offices and officials, are
hereby encouraged to cooperate and work with the South Coast Air
Quality Management District to ensure the preparation of a
system -wide environmental impact report that fully assesses the
air quality, and other impacts, associated with offshore oil
exploration and development.
