A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF NEWPORT BEACH OPPOSING REDUCTION OF THE
OUTER CONTINENTAL SHELL? MORATORIUM AND
• INCLUSION OF TRACTS OFF NEWPORT BEACH IN THE
OUTER CONTINENTAL SHELF OIL AND GAS LEASING
PROGRAM
WHEREAS, the United States House of Representatives is
considering certain provisions in the Department of Interior
Appropriations Bill for fiscal year 1986 which would modify and
reduce the existing moratorium on outer continental shelf leasing
activities in portions of the Southern California outer
continental shelf planning area off the coast of the City of
Newport Beach and include the tracts in the Outer Continental
Shelf Oil and Gas Leasing Program; and
WHEREAS, the United States Senate will be engaging in
deliberations over the final version of the fiscal year 1986
Department of Interior Appropriations Bill; and
WHEREAS, although the City of Newport Beach supports
efforts to develop oil and gas resources, onshore and offshore,
it does not support development and leasing activities in
environmentally sensitive areas; and
WHEREAS, the City of Newport Beach wishes to
communicate their opposition to the reduction of the existing
moratorium on outer continental lease offering activities and
inclusion of the tracts off the City of Newport Beach in the
Outer Continental Shelf Oil and Gas Leasing Program;
NOW, THEREFORE, BE IT RESOLVED the City Council of the
City of Newport Beach does hereby adopt this Resolution in
opposition to the reduction of the existing outer continental
• shelf moratorium on lease offering activities and the inclusion
of the tracts off the City of Newport Beach in the Outer
Continental Shelf Oil and Gas Leasing Program; and
BE IT FURTHER RESOLVED that this Resolution should be
forwarded to the members of the United States Congress involved

in the decision - making process on this issue for appropriate
action on the Department of Interior Appropriations Bill for
fiscal year 1986.
