Webb, Public Works Director 949 - 644 -3330, dawebb @newportbeachca.gov PREPARED BY: Eric Loke, Associate Civil Engineer 949 - 644 -3336, eloke , newportbeachca.gov APPROVED: TITLE: Adopt Resolution for Street Sweeping Parking Restrictions on Domingo Drive and Amigos Way ABSTRACT: Staff requests the adoption of a Resolution for "No Parking" Street Sweeping Restrictions on Domingo Drive and Amigos Way. RECOMMENDATION: 1. Rescind Resolution 2012 -21. Adopt Resolution 2014- 8 establishing NO PARKING restrictions for street sweeping on Domingo Drive and Amigos Way. FUNDING REQUIREMENTS: The current adopted budget includes sufficient funding for this installation. Cost for installation of the signs will be approximately $2,000.00. DISCUSSION: To provide for more effective street sweeping on Domingo Drive and Amigos Way, and to improve water quality, staff recommends adding parking restrictions for Thursdays from 9:30 a.m. to 12:30 p.m. The adjacent streets of Mar Vista Drive and Vista del Oro are currently swept on Fridays from 9:30 a.m. to 12:30 p.m. Alternating the street sweeping in this area on different days will minimize any potential parking impacts for the adjacent schools and church. The area with the proposed restrictions is shown in Attachment A. 1 of 29 Adopt Resolution for Street Sweeping Parking Restrictions on Domingo Drive and Amigos Way February 11, 2014 Page 2 Letters were sent to current residents on Domingo Drive and Amigos Way notifying them of the recommended street sweeping parking restrictions and the opportunity to provide comments at the February 11, 2014 City Council meeting. Upon City Council approval of this Resolution, staff will notify Our Lady Queen of Angels Church and Corona del Mar High School regarding these street sweeping parking restrictions, and will post appropriate signs establishing such restrictions. Once the signs are in place, the Police Department will enforce the area as posted. To help the residents transition to the new street sweeping enforcement, warnings will be issued to violators for the first two weeks after the signs are installed. ENVIRONMENTAL REVIEW: Staff recommends the City Council find this action is not subject to the California Environmental Quality Act ( "CEQA ") pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3; because it has no potential for resulting in physical change to the environment, directly or indirectly. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item). The City Council shall designate in the Resolution the days of the week and the exact hours during which such prohibition shall be in effect; and WHEREAS, the City Council has determined that it is reasonable and in the public interest to prohibit parking of vehicles at certain times and in certain areas of the City in order to effectively operate the City street sweeping program; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Newport Beach that parking of vehicles shall be prohibited between the hours of 8:30 A.M. to 12:30 P.M. on the following days and in the
