RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH
CERTIFYING ENVIRONMENTAL LEVELS OF CLEARANCE FOR
SPECIFIC ACTIVITIES FUNDED BY THE CITY'S
1986 -87 COMMUNITY DEVELOPMENT BLOCK GRANT
WHEREAS, the City of Newport Beach is eligible for $357,000
in 1986 -87 Community Development Block Grant (CDBG) Entitlement funds
and $73,000 of CDBG funds from the Urgent Appropriations Act of 1986
which may be used for land acquisition and social services, primarily
to assist lower - income persons in meeting their housing needs; and
WHEREAS, the City Council, after publishing legal notices
and holding public hearings, budgeted CDBG funds for specific activ-
ities; and
WHEREAS, under the National Environmental Protection Act
(NEPA) and guidelines issued by the U.S. Department of Housing and
Urban Development for projects funded through Title I of the Housing
and Community Development Act of 1974 (PL 93 -383) and pursuant to HUD
Regulations (24 CFR Part 58), the City of Newport Beach is required to
make a finding of Level of Environmental Clearance for each activity
included within its application for funding; and
WHEREAS, after duly considering information dealing with the
existing conditions, anticipated environmental impacts, possible
activity modifications and alternatives to the proposed activities as
detailed in the Environmental Review Records, environmental findings
have been recommended.
NOW, THEREFORE BE IT RESOLVED by the City Council of the
City of Newport Beach that the following environmental levels of
clearance under NEPA requirements be approved:
