A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF NEWPORT BEACH ESTABLISHING THE ENVIRONMENTAL
QUALITY AFFAIRS COMMITTEE AND RESCINDING RESOLUTION
NO. 86 -6
WHEREAS, on January 13, 1986, the Newport Beach City
Council combined the Newport Beach Beautification Advisory
Committee, the- Citizens.Traffic Advisory Committee and the
Environmental Quality Citizens Advisory Committee into one
Committee entitled, "Quality of Life Advisory Committee;" and
WHEREAS, the major duties and responsibilities of
each Committee were transferred to the newly created Quality
of Life Advisory Committee; and
WHEREAS, it is believed that the combined duties and
responsibilities are too broad and ill defined for effective
Citizens Committee input and recommendations; and
WHEREAS, it is believed that a new Committee should
replace the Quality of Life Committee with better stated responsi-
bilities of similar purposes, as well as responsibilities of
current concern that should be addressed such as toxic waste
and material.
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Newport Beach that there is established an Environ-
mental Quality Affairs Committee with said Committee having the
following characteristics, rules, and responsibilities:
1. The Committee shall consist of fourteen (14)
members with each CounGilperson nominating two (2)
persons for appointment by the City Council.
2. The Mayor shall appoint one (1) Councilperson as
a liaison to said Committee and one (1) Council -
person as an alternate to the liaison.
3. The Committee shall be staffed by the Environ-
mental Services Coordinator and the General Ser-
vices Director or designee and shall meet as re-
quired.
4. The rules of the Environmental Quality Affairs
Committee shall be:
a) All appointees shall have one (1) vote on the
Committee.
b) The officers of said Committee shall be
elected by the Committee and shall be com-
prised of a chairperson and a secretary.
c) A quorum shall consist of at least seven (7)
members of the Committee.

(d) If an appointee is absent from three (3)
consecutive meetings, this fact shall be
reported to the appointing Councilperson
so that replacement of the appointee can
be considered.
(e) Reports and recommendations from the Com-
mittee shall be made directly to the City
Council and any publications of said Com-
mittee shall require authorization from
the ,City Council.
(f) Any letter written by a member of the Com-
mittee representing the Committee, or stat-
ing any recommendation made, or action taken
by the Committee, must be approved by the
chairperson or vice chairperson before being
mailed or delivered.
5. The responsibilities of the Environmental Quality
Affairs Committee are as follows:
a) To develop and maintain a public awareness
program of the negative impacts litter has
upon the environment.
b.) To develop and promote projects and programs
enhancing the aesthetic qualities of Newport
Beach.
c) To identify areas of actual and potential en-
vironmental concerns with recommendations for
treating and resolving these concerns.
d) To develop and monitor an effective litter
reduction and community beautification pro-
gram to include by way of illustration media
advertising in the local newspapers, direct---
contact with citizens via an anti - litter/
beautification :brochure, educational efforts
with civic groups and schools and different
promotional efforts to maintain public interest.
e) To review the toxic materials program for the
City and make recommendations for improving
the City's program.
BE IT FURTHER RESOLVED that Resolution No. 86 -6 is
hereby rescinded.
