A RESOLUTION OF THE CITY COU14CIL OF THE CITY OF
NEWPORT BEACH DISCONTINUING THE ISSUANCE OF
TRANSFERRABLE ANNUAL PARKING PERMITS,
REENACTING THE PROVISIONS OF RESOLUTION NO.
• 10020 NOT INCONSISTENT HEREWITH, AND RESCINDING
RESOLUTION NO. 82 -158.
WHEREAS, Section 12.44.120 of the Newport Beach
Municipal Code provides that in off - street parking meter zones
established by Resolution, a vehicle may be parked and remain
parked in a parking space without the deposit of coin if such
vehicle has displayed a current valid parking permit issued by
the City pursuant to authorization of the City Council
established by Resolution; and
WHEREAS, Resolution No. 82 -158 maintained the non -
transferrable annual parking permit system and fee and the
reduced fee for senior citizens; and
WHEREAS, the City Council wishes to reaffirm the
provisions of Resolution No. 82 -•158 with the exception of
increasing the amount of the non - transferrable annual parking
permit fees and adding a reduced fee for permits purchased in
October, November, and December of each year.
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Newport Beach as follows:
1. There is hereby established a parking permit
system consisting of the following types of permits:
a. A non - transferrable annual parking permit for
a fee of thirty -six ($36.00) dollars when affixed to the front
windshield of a vehicle within a seven (7) inch square in the
lower corner farthest removed from the driver's position, shall
authorize the parking of said vehicle as any meter in off - street
• parking meter zones 11, 12, 13, 15 and 16 without the deposit of

coins in the parking meter adjacent to such parking space. Such
permit shall also authorize the use of the City parking lot at
the Corona del Mar State and City Beach Park and the Balboa
parking lot without the payment of an additional parking fee when
such lots are open for parking and space is available therein.
It shall not, however, establish any priority for parking space.
b. Permits purchased in October, November, or
December of each year will be fifty (50 %) percent, thirty -three
and one -third (33 -1/3 %) percent, and sixteen and two - thirds (16-
2/3%) percent respectively of the annual parking permit fee.
C. Pursuant to Section 12.44.120 of the Newport
Beach Municipal Code, the City Council determines that a system
of transferrable annual parking permits is not appropriate and is
hereby terminated.
2. The parking permits established pursuant to this
Resolution shall not be usable for vehicles in excess of twenty
(20) feet in length or for vehicles without windshields.
3. The permits hereinbefore established shall be
appropriately designed and dated to indicate the appropriate year
during which the permit is valid.
4. The adoption of this Resolution shall not be
construed to impair the validity of any existing parking permit
and all such permits shall continue to be effective for the term
for which issued.
5. Persons sixty -five (65) years of age or older may
purchase one non - transferrable annual parking permit at a reduced
rate established at fifty (50 %) percent of the fee as set forth
in this Resolution, subject to satisfactory evidence of the
following:
a. Proof of age;
• b. That a vehicle is registered to and driven by
the person seeking the permit.
