RESOLUTION NO. 88 -28
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH
AUTHORIZING FISCAL YEAR 1988 -1989 COMMUNITY DEVELOPMENT
BLOCK GRANT ENTITLEMENT FUNDS SUBMISSION TO THE
DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT
WHEREAS, the City of Newport Beach is making a good faith effort
to implement the policies and programs contained in the City's General Plan;
and
WHEREAS, it is the City's desire to benefit low and moderate
income households; and
WHEREAS, the City is eligible for $407,000 in 1988 -89 Community
Development Block Grant funds which can be used for land acquisition and
programs as set forth in the attached Statement of Community Development
Objectives; and
WHEREAS, the City is eligible to apply for a Federal "Section 108"
loan to finance multi -year funding for eligible projects; and
WHEREAS, the City has published two notices announcing the
availability of funds and requesting proposals for projects; and
WHEREAS, the City has published two notices of public hearings
requesting comments on the "Proposed Statements of Community Development
Objectives and Proposed Use of Funds: and made it available to the public;
and
WHEREAS, the "Proposed Statement of Objectives and Proposed Use of
Funds" has been thoroughly reviewed; and
WHEREAS, in the "Final Statement of Objectives and Proposed Use of
Funds" the City has considered all public comments or views which have been
received either in writing or at the public hearing.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Newport Beach that the 1988 -1989 Community Development Block Grant Submis-
sion is hereby authorized; and
• BE IT FURTHER RESOLVED that staff is instructed to apply for a
Federal "Section 108" loan to assist with the purchase of a Community
Center, using future Community Development Block Grant funds as the loan
guarantee; and

BE IT FURTHER RESOLVED that the City Manager is hereby identified
as the official representative of the Grantee to submit the Final Statement
and the "Section 108" loan application, all understandings and assurances
contained therein, and such additional information as may be required.
BE IT FURTHER RESOLVED that the Mayor is hereby identified as the
official representative of the Grantee to sign all appropriate subagent
agreements for the use of funds approved in the Final Statement.
