A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF NEWPORT BEACH DECLARING THE CITY'S
INTENTION TO PARTICIPATE IN THE GREEN ACRES
PROJECT.
WHEREAS, the Orange County Water District (OCWD) , and its
• members, have adopted a comprehensive program to manage the
County's groundwater resources and conserve water whenever
possible; and
WHEREAS, one of the principal components of the conservation
effort is the development of a reclaimed wastewater irrigation
system known as the "Green Acres Project "; and
WHEREAS, the Green Acres Project takes treated wastewater
effluent from the Orange County Sanitation District and submits the
effluent to additional treatment which renders it suitable for
irrigation of parks, greenbelts and golf courses; and
WHEREAS, Newport Beach participation in the "Green Acres
Project" would potentially reduce our consumption by 487,000,000
gallons of water each year or 11% of the City's total demand; and
WHEREAS, the City Council has reviewed a proposed agreement
regarding the City's participation in the Project and tentatively
approves of the key provisions; and
WHEREAS, the City Council, by this resolution, intends to
express its commitment to participate in the "Green Acres Project ",
to adopt rules and regulations for the use of reclaimed water, and
to adopt an ordinance for administering and enforcing these rules
• and regulations.
NOW, THEREFORE, BE IT RESOLVED as follows:
1. The City Council of the City of Newport Beach hereby

commits to participate in the "Green Acres Project" based upon the
preliminary agreement referenced in the Utilities Department staff
report dated May 29, 1990.
2. The City Council commits to adopt an ordinance
establishing rules and regulations for the use of reclaimed water
and providing for the administration and enforcement of those
• rules.
