HomeMy WebLinkAbout91-9 - Air Quality Management Plan CoordinationRESOLUTION NO. 91 -9 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH AMENDING THE RESOLUTION ESTABLISHING THE AD HOC TRANSPORTATION MANAGEMENT /AIR QUALITY MANAGEMENT PLAN COORDINATION COMMITTEE (RESOLUTION NO. 89- 26), CHANGING THE NAME, PURPOSE, AND RESPONSI- BILITIES OF THE COMMITTEE. WHEREAS, the extent of the adopted Air Quality Management Plan control measures for improvement of the air quality in the Southern California area makes it desirable to identify a course of action that organizes the City's air quality efforts and directs them in an efficient and effective manner. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Newport Beach does hereby amend the resolution establishing the Ad Hoc Transporta- tion Management /Air Quality Management Plan Coordination Committee (Resolution No. 89 -26); BE IT FURTHER RESOLVED that the Council Ad Hoc Committee name, purpose, responsibilities, and characteristics be amended as follows: 1. The name of the Committee, Resolution No. 89 -26, item number 2, shall be amended to Air Quality Management Plan Coordination Committee. 2. The term of the Committee, Resolution No. 89 -26, item number 3, shall be amended to until it is sunsetted by the City Council. 3. The duties and responsibilities of the Committee, Resolution No. 89 -26, item number 4, shall be amended to the following purpose and responsibilities. Purpose: (1) provide input and guidance for preparation and adoption of an air quality plan; (2) monitor implementation of the air quality plan; (3) review the air quality plan and recommend revisions when appropriate; (4) increase community awareness of air pollution problems and solutions. Responsibilities: Committee Management: (1) explore and, • where determined to be appropriate, become involved with or cooperate closely with local, county, and regional committees, agencies, and activities (in the case of City committees this includes directing them to undertake activities related to air quality); (2) act as liaison with 1 Transportation Management Associations in the City to promote and support their activities; (3) report to the City Council on Committee activities when appropriate; (4) determine the Committee's meeting schedule; Air Quality Plan Program: (1) ascertain what is required of the City by the regional Air Quality Management Plan (AQMP); (2) assess the City's current air quality efforts; (3) identify local air quality issues, problems, conflicts and opportunities; (4) implement "Interim Programs;' (5) conduct community outreach to: explain the sources of air pollution, increase the awareness of the extent of air pollution, identify AQMD and the regional AQMP adopted by AQMD to attain clean air standards; (6) develop a work program and establish a schedule for preparation and adoption of a local air quality plan; (7) establish goals and policies to direct the preparation of the City's air quality plan objectives, programs and implementation actions; (8) create objectives, programs and implementation actions for the City's air quality plan; (9) identify responsibility for implementation of each implementation action; (10) develop a method of monitoring the implementation of the City's air quality plan; (11) recommend a draft air quality plan for public hearing and adoption; (12) direct and coordinate municipal leadership for implementation of the City's air quality plan; (13) monitor implementation of the City's air quality plan; (14) review the required Reasonable Further Progress (RFP) reports used to demonstrate local implementation of the regional AQMP; (15) review the monitoring reports and air quality plan and recommend amendments when needed. 4. The meeting schedule of the Committee, Resolution No. 89 -26, item number 5, shall be amended to a schedule as determined by the Committee.
