CITY OF NEWPORT BEACH ADOPTING THE CITY
HOUSEHOLD HAZARDOUS WASTE ELEMENT
(HHWE).

responsibility of solid waste and household hazardous waste management to
be shared between the State and local governments and passed the
California Integrated Waste Management Act of 1989 (AB 939); and
WHEREAS, AB 939 and its amendment AB 2707 require each local
government to make adequate provisions for household hazardous waste
handling within their respective jurisdictions by promoting source reduction,
recycling, environmentally safe waste transformation, and environmentally safe
land disposal; and
WHEREAS, AB 2707 requires that each municipality in California prepare a
Household Hazardous Waste Element (HHWE) which delineates what
programs are to be utilized to reach stated waste reduction goals of 25
percent by the year 1995 and 50 percent by the year 2000; and

Recycling Subcommittee have monitored the development of the document

environmental effects of the HHWE, in compliance with the California
Environmental Quality Act (CEQA) and the State CEQA Guidelines; and
t
WHEREAS, based upon the Information contained in the Initial Study,
comments received, and all related documents, there is no substantial
