RESOLUTION NO. 92- 117
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF NEWPORT BEACH AUTHORIZING THE TEMPORARY
CLOSURE OF CERTAIN STREETS IN THE HARBOR
VIEW /NEWPORT HILLS AREA ON HALLOWEEN NIGHT.
WHEREAS, the Newport Hills Community Association has asked the
City Council to consider temporary closure of certain "port
streets" from 4:30 P.M. to 11:00 P.M. on Halloween Night due to
celebrations and local special events occurring in the area; and
WHEREAS, the City Council has authority pursuant to Section
21101 of the Vehicle Code to temporarily close a portion of any
street for celebrations and local special events when, in the
opinion of local authorities, the closing is necessary for the
safety and protection of persons who are to use that portion of the
street during the temporary closing; and
WHEREAS, the City Council has been presented with substantial
evidence relative to the large number of persons attracted to the
"port streets" in Newport Hills on Halloween Night due to local
special events and celebrations as well as evidence which clearly
establishes that closure of the streets from 4:30 p.m. to 11:00
p.m. on Halloween Night is necessary to provide for the protection
and well being of persons using the streets on Halloween Night.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City
of Newport Beach as follows:
1. That the Newport Beach Police Department is hereby
authorized to close the following streets, or portions of streets,
from 4:30 p.m. to 11:00 p.m. on October 31, 1992:
(a) Newport Hills Drive West and Newport Hills Drive
East, off of Ford Road; and
(b) Eastgate Drive and Port Sutton Place off of San
Miguel Drive.
