A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
NEWPORT BEACH CREATING THE CITY COUNCIL AD HOC
ECONOMIC DEVELOPMENT COMMITTEE.
WHEREAS, the City Council recognizes that the City's ability to deliver quality
municipal services is largely dependent on tax revenues derived from the properties
• and businesses located within the City; and
WHEREAS, the City Council desires that all large scale development and
regulatory decisions made by the City include a review of the economic implications of
such action; and
WHEREAS, the City Council desires that developers, business persons and
other private individuals shall be consulted on the economic cost of various decisions
made by the City; and
WHEREAS, the City Council desires to retain and attract those businesses
and economic activities which generate municipal revenues,
NOW, THEREFORE BE IT RESOLVED that the City Council Ad Hoc
Economic Development Committee is hereby established as follows:
MEMBERSHIP: The Committee shall include the following who shall be nominated
by the Mayor and confirmed by the City Council:
1. The Mayor
2. Two City Council Members.
3. A representative from the Newport Harbor Area Chamber of Commerce
4. A representative from the Corona del Mar Chamber of Commerce
5. A representative from the Newport-Mesa Association of Realtors
6. A representative of the Mariners Mile business community.
7. A representative from a business group on the Peninsula.
8. A member from the Newport Beach Conference and Visitor's Bureau
9. A representative of the Newport Center Association
10. A representative of the Building Industries Association who conducts
business within the City
11. Two at large members
All appointed representatives may designate an alternate.
FUNCTIONS AND DUTIES:
1. Develop a City Council Economic Development Policy for submittal to the City
Council on or before February 22, 1993.
2. Review and direct the activities of staff as outlined in the City Council Economic
Development Policy.
3. Meet periodically with representatives of the business community to
assess the economic impacts of City regulations, to explore areas of
financial mutual interest and to provide, where possible, City assistance
to retain in the City those businesses which generate municipal revenues.
• 4. Consider the development of a comprehensive marketing and public relations
program to attract and retain revenue generating businesses and activities.
5. Consider actions to promote fast track permitting for project proposals with
potential to generate municipal revenues.
6. Consider and make recommendations regarding appointment of a staff
Economic Development Coordinator.
7. Make recommendations to the City Council to further the goals of the City's
Economic Development Policy.
TERM: The Committee shall continue in existence until further action of the City
Council.
•STAFFING: The Committee will be staffed primarily by the Deputy City Manager
until such time as a decision is made regarding the appointment of an Economic
Development Coordinator.
