A RESOLUTION OF THE Crr' COUNCIL OF THE CITY
OF NEWPORT BEACH
URGING THE METROPOLITAN WATER DISTRICT OF SOUTHERN CALIFORNIA
TO EXPEDITE ACTION TO IMPROVE WATER QUALITY
KI' THE SAN JOAQUIN RESERVOIR
WHEREAS, the City of Newport Beach depends on a viable, high quality
. water supply for its citizens; and
WHEREAS, the City of Newport Beach is dependent upon the Metropolitan
Water District of Southern California (MWD) for 100 percent of the City's water
supply; and

WHEREAS, MWD operates the San Joaquin Reservoir for regulatory and
emergency storage needs in order to continuously provide a water supply to the
City; and
WHEREAS, the City of Newport Beach is especially dependent upon the San
Joaquin Reservoir for emergency water supply, such as in the event of a major
earthquake or other natural disaster; and
WHEREAS, San Joaquin Reservoir must now be frequently closed due to
water quality problems related to new standards and regulations; and
WHEREAS, these closures have a significant impact on the overall reliability
of the City's water supply; and
WHEREAS, San Joaquin Reservoir's current open surface configuration will
likely make it impossible for its operators to meet future state and federal quality
standards which are expected to be even more stringent: and
WHEREAS, many of the alternatives to correct and improve the water
quality problems and deficiencies are very expensive; and
WHEREAS, the residents and businesses of Newport Beach demand a
reliable water supply and fiscal responsibility from their water purveyors:
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Newport Beach urges the Board of Directors of the Metropolitan Water District of
Southern California to resolve this situation by:
Moving expeditiously to correct and improve the water quality
problems at the San Joaquin Reservoir,
2. To do so in the most cost effective and efficient manner possible,
3. To consider the needs of the 400,000 water consumers who rely
directly on this water storage and supply facility,
4. To select the alternative which will benefit the most water customers
at the least cost.
