A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT
BEACH, CALIFORNIA SUPPORTING A MORE REPRESENTATIVE REUSE
PROCESS FOR EL TORO MCAS TO THE ORANGE COUNTY BOARD OF
SUPERVISORS.
WHEREAS, the City of Newport Beach has an important responsibility to work
•on behalf of its citizens, to preserve and protect their quality of life and to provide
economic stimulus for the City on behalf of its citizens; and
WHEREAS, it was announced on December 14, 1993, that the Orange County
Board of Supervisors has provided a re -use structure for El Toro Marine Corps Air
Station which does not include members of the City Council of the City of Newport
Beach or other cities representing a broad regional constituency; and
WHEREAS, the reuse plan adopted by the Orange County Board of
Supervisors would have dire social and economic consequences to Newport Beach
as well as other cities in Orange County; and

WHEREAS, it would be beneficial to the City of Newport Beach that a plan be
adopted which would include 11 voting members, 5 Orange County Supervisors and 5
City Council members selected by the League of Cities from each one of the
Supervisorial Districts and one at -large public member appointed by the other 10
members; and
WHEREAS, the above described option would be most beneficial to the City
and its citizens in that the above described re -use authority would have no
predetermined decision with regard to the re -use of El Toro;
NOW THEREFORE, BE IT RESOLVED that the City Council of the City of
Newport Beach hereby formally declares the following:
1. Opposition to the adoption by the Orange County Board of Supervisors
on December 14 of preferred option 1 commonly known as the 5 -3 -1 option; and
2. Support for a re -use structure to include 11 voting members, 5 Orange
County Supervisors, 5 City Council members, and 1 at -large public member appointed
by the other 10 members. The 5 City Council members would be chosen by the
Orange County League of Cities with 1 representative from each of the 5 Supervisorial
Districts; and
3. Copies of this resolution be forwarded to the following officials and
agencies: President of the United States, the Secretary of Defense, the Office of
Economic Opportunity and Defense Base Closure and Realignment Commission,
Department of Navy, the United States Marine Corps, the Orange County Board of
Supervisors, Legislative representatives in Sacramento, and our congressional
delegates in Washington.
Passed and adopted at a regular meeting of the Newport Beach City Council
held on the 28th day of February . 1994.
