A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF NEWPORT BEACH
CREATING THE CITY COUNCIL /CITIZENS AD HOC
PACIFIC VIEW MEMORIAL PARK COMMITTEE
• WHEREAS, Pacific View Memorial Park was approved as a 140 acre
cemetery by the Orange County Board of Supervisors under Condition Permit No. C849 on
July 8, 1958; and
WHEREAS, portions of Pacific View Memorial Park were subsequently
annexed to the City of Newport Beach on December 31, 1969, and December 26, 1973; and
WHEREAS, the City of Newport Beach amended the Land Use Element of
the General Plan on October 24, 1988, and established development limits of 50,000 square
feet of floor area for all structures within the remaining 45 acres of the park, and
WHEREAS, Pacific View Memorial Park has continued to develop within the
City of Newport Beach pursuant to the county approved permit and the City's General Plan;
and
WHEREAS, Pacific View Memorial Park today is approximately 42 percent
undeveloped and is contiguous to residential communities; and
WHEREAS, the City Council recognizes that cemetery and mausoleum uses
do not generate consistent or predictable traffic volumes as do administrative offices and
support facilities; and
WHEREAS, the City Council recognizes the need to control the bulk and
visual impact of mausoleum and garden crypts to protect views and regulate their proximity
to contiguous residential development; and
WHEREAS, the City Council on March 28, 1994, initiated General Plan
Amendment No. 94 -1(F) for the purpose of tying the General Plan entitlements of Pacific
• View Memorial Park to appropriate use permits and site plans to be approved by the
Planning Commission and City Council,
NOW, THEREFORE BE IT RESOLVED that a City Council/Citizens Ad
Hoc Pacific View Memorial Park Committee is hereby established as follows:

MEMBERSHIP: The Committee shall include the following who shall be
nominated by the Mayor and confirmed by the City Council:
1. The Mayor
2. Two City Council Members
• 3. Two representatives from the Spyglass Hill Community Association
4. A representative from the Broadmoor Sea View Homeowners Association
5. A representative from the Spyglass Ridge Community Association
6. Three representatives from Pacific View Memorial Park who need not be
residents of the City of Newport Beach
All appointed representatives may designate an alternate to serve in the absence of
the appointed representative.
FUNCTIONS AND DUTIES:
1. Review existing development and formulate appropriate recommendations for
consideration by the Planning Commission and the City Council regarding the
screening of existing mausoleum structures and garden crypts from adjoining
residential areas.
2. Review existing maintenance practices and formulate recommendations for
the landscaping, irrigation, and maintenance of existing setback and
predevelopment areas.
3. Review location, massing, and elevation of proposed mausoleums and garden
crypts in relation to adjoining residential areas.
4. Formulate recommendations for consideration by the Planning Commission
and City Council regarding the finished appearance of all exposed building
surfaces, including roofs.
5. Formulate recommendations regarding the stockpiling of earth and the
screening of areas under development.
6. Review existing limitations on entitlements allowed under the current Land
Use Element of the General Plan and develop appropriate alternatives for
consideration by the Planning Commission and City Council.

TERM: The Committee shall continue in existence until such time as the
Planning Commission and /or City Council has acted upon General Plan Amendment No.
94 -1(F), Use Permit No. 3518 and Site Plan Review No. 69.
STAFFING: The Committee shall be staffed by the Planning Department with
• representation from the City Attorney's Office and the Building Department as required.
