TITLE: Resolution Supporting a Water Quality /Conservation Grant Application
ABSTRACT:
Staff is submitting a grant application to the United States Bureau of Reclamation's
( "USBR ") BAY -DELTA RESTORATION PROGRAM: CALFED Water Use Efficiency Grant
Program ( "Grant "). The application process requires City Council to adopt a resolution
endorsing the grant proposal and committing to matching funds and increasing grant
proceeds revenue should the City receive the grant.
RECOMMENDATION:
Adopt Resolution No. 2014 -22, A Resolution of the City Council of the City of Newport
Beach Authorizing and Supporting the Submission of a Grant Proposal for Funding Under
the United States Bureau of Reclamation's (USBR) Bay -Delta Restoration Program: Called
Water Use Efficiency Grant Program.
FUNDING REQUIREMENTS:
The USBR grant application will request $200,000 in grant funding. The City's grant match
requirement of $200,000 will be met through "in- kind" services and funding is thereby
included in the Public Works Department budget and capital improvement program budget
for FY 14/15. Staff will amend the FY 14/15 revenue budget to reflect the grant proceeds if
received.

DISCUSSION:
The City is applying for funding under the USBR Grant program. This program will
provide funding to upgrade irrigation systems at City facilities as well as supplement funding
for the City's efforts to reduce dry- weather flows into Newport Bay. The aim of
the program is to conserve water and reduce future costs for the City by reducing the
amount of runoff that may require treatment. Program elements include removal and
replacement of irrigation systems with smart irrigation controllers and high efficiency
nozzles.
A resolution adopted by City Council must be submitted along with the grant application.
The resolution must state the following:
1. City Council has reviewed and supports the submitted proposal;
2. The City of Newport Beach is capable of providing the required matched funding and /or
in -kind contributions; and
3. If awarded a grant, the City of Newport Beach agrees to work with USBR to meet
established goals and deadlines.
ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this action is not subject to the California
Environmental Quality Act ( "CEQA ") pursuant to Sections 15060(c)(2) (the activity will not
result in a direct or reasonably foreseeable indirect physical change in the environment) and
15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA
Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential
for resulting in physical change to the environment, directly or indirectly.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of the
meeting at which the City Council considers the item).

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT
BEACH AUTHORIZING AND SUPPORTING THE SUBMISSION OF A
GRANT PROPOSAL FOR FUNDING UNDER THE UNITED STATES
BUREAU OF RECLAMATION'S (USBR) BAY -DELTA RESTORATION
PROGRAM: CALFED WATER USE EFFICIENCY GRANT PROGRAM.
WHEREAS, the Bureau of Reclamation has announced a funding opportunity
entitled "BAY -DELTA RESTORATION PROGRAM: CALFED Water Use Efficiency
Grant Program" (the "Grant "); and
WHEREAS, City of Newport Beach has developed a targeted outreach program
to conserve water and reduce dry- weather runoff from public and private property
tributary to Newport Bay; and
WHEREAS, funding from the Grant will facilitate the implementation of measures
proven to significantly reduce urban landscape water use, over - irrigation runoff and
over - infiltration: and
WHEREAS, this effort will build on work successfully performed by the City under
previous USBR Grants ( CALFED Water Use Efficiency and Water 2025);
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF NEWPORT
BEACH DOES RESOLVE AS FOLLOWS:
Section 1. The City Council has reviewed and supports the City's Grant
proposal, and hereby authorizes the City Manager or his designee to submit the
proposal on behalf of the City of Newport Beach.
Section 2. The City of Newport Beach is capable of providing the amount of
funding and /or in -kind contributions, specified in the funding plan and agrees to provide
necessary funding and /or in -kind contributions if awarded Grant.
Section 3. If awarded Grant, the City of Newport Beach agrees to work with the
USBR to meet established deadlines and goals.

Section 4. This resolution shall become effective immediately upon its passage
and adoption.
HEREBY CERTIFY that the foregoing resolution was duly and regularly
adopted at a Regular Meeting of the City Council of the City of Newport Beach on this
11th day of March, 2014.
