ITEM NO. 2 191 RIVERSIDE LAND USE AND ZONING AMENDMENTS
(PA2013 -210)
Site Location: 191 Riverside Avenue
SUMMARY: Amendments to the General Plan and Coastal Land Use Plan to change
the land use category from Public Facilities (PF) to Mixed -Use Horizontal
(MU -H1) and an amendment to the Zoning Code to change the zoning
from Public Facilities (PF) to Mixed -Use Mariners Mile (MU -MM).
CEQA COMPLIANCE: An Initial Study /Negative Declaration (ND2013 -003) was
prepared, in accordance with the implementing guidelines of the
California Environmental Quality Act (CEQA), the State CEQA
Guidelines, and City Council Policy K -3.
Planning Manager Patrick Alford gave a presentation summarizing the
applicants' request.

The Planning Commission voted unanimously to recommend to the City
Council approval of the requested amendments (6 ayes).

ITEM NO. 3 GENERAL PLAN ANNUAL STATUS REPORT INCLUDING HOUSING
ELEMENT (PA2007 -195)
Site Location: City -wide
SUMMARY: Review of the progress in implementing the General Plan and Housing
Element in accordance with Government Code Section 65400.
CEQA COMPLIANCE: The General Plan Status Report, including the Housing Element
Report, is not subject to CEQA, as the actions are not a project as
defined in Section 15378(b) (2) of the Public Resources Code.
Assistant Planner Melinda Whelan gave a presentation summarizing the
Status Report and progress made in completing the Implementation
measures of the General Plan and Housing Element.
The Planning Commission voted unanimously to recommend to the City
Council authorize submittal of the annual reports (6 ayes).
