March 25, 2014, City Council Agenda Item Comments
The following comments on items on the Newport Beach City Council agenda are submitted by:

Item IX. PRESENTATION (Update on the Transition to Automated
Residential Refuse Collection)
Since presentations are normally regarded as non - discussion /non- action items, this seems to
me an inappropriate segment of the agenda in which to review the residential trash transition. I
would think residents might wish to comment and /or ask questions, and the Council might wish
to give direction to staff.
Item XIII.A.1 Minutes for the March 11, 2014 Study Session and
Regular Meeting
The page numbers below refer to Volume 61. The passages in italics are from the staff report, with
suggested changes shown in stfikeeut underline format.
1. Page 491, paragraph 4: "Assistant City Manager Badum provided a review of the other site,
which is the 16th &tFeet u6ktyya Street Utilities Yard, ... the remainder of the three
acres could be utilized for a Community Center and outdoor recreation." [note: "16`h Street" is
erroneously written as "16'h street" (lower case "s ") in several other paragraphs as well]
2. Page 492, paragraph 5: "He stated that the {GGG) CCC also needs to complete their duties
as assigned thFeag!q to the agency and traffic circulation must ensure pedestrian safety
across bridges and underpasses." [I believe my actual statement was that underpasses are a
common alternative to bridges for getting pedestrians safely across streets]
Note: on "handwritten" page 28 of the paper agenda item printout provided by the City Clerk, the page
numbers inexplicably revert from 493 down to 474. 1 believe "474" in the draft minutes is supposed to be
page "494" of Volume 61.
3. Page "475 ", paragraph just before "Notice to the Public ": "... and announced that the
featured tree for 2014 is the Golden Truffle Trumpet."
4. Page "475 ", paragraph 1 under "City Council Announcements': "She reported that the
snowpack is down down, at 20% of what it should be, ..."
5. Page "480 ", paragraph 1 under Item 13: "Council Member Daigle recused herself due to
potential economic interest." [although the minutes accurately reflect what was said, I think the
FPPC rules require the economic interest to be described with enough particularity that the public
knows what it is]
6. Page "480 ", paragraph 2 under Item 13: "Community Development Director Brandt
discussed changes made to the Ordinance, noted Council's direction that pending
applications would could be processed under the previous version, and added that this
application was pending at the time and will be processed as directed by Council." [note: the
Director said "could' rather than "would," I could find nothing in the recording explaining the presence
in the draft minutes of the last phrase (that the choice of which code to use in this particular case had
been "directed by Council')]
7. Page "480 ", paragraph 4 under Item 13: "... the pole is made of steal steel..."
