I agree with your good points.
The idea of leaving trash cans in the alley is ill- advised in the extreme.
I live on West Ocean Front. Our trash day is Monday. A few of our neighbors (particularly
renters) place their receptacles (often overflowing) in the alley early (a day before the Monday
pickup) and often leave them there beyond Monday evening. Some of our neighbors never
remove them at all from the alley. This idea will only encourage further lax behavior and
contribute to the eyesore.
This lost Sunday we had a family of three marching up and down the alley removing lids and
hunting for aluminum cans. It is the month of March without the proposed ordinance in place.
Well, just wait until June when the weekly rentals start and we have a new ordinance
encouraging this aesthetic nightmare. Regrettably, human nature and the path of least
resistance will result in folks taking advantage of this invitation; enforcement will be unlikely or
impossible; many folks will, of course, indicate that there was "deemed permission" to leave the
receptacles in the alley whether or not permission was actually granted.
We have worked hard to underground utilities and to upgrade our street ends. Our
neighborhood is a good example of what can happen when the residents care. The Council
should not undo all this good work with a poorly conceived ordinance.
I am hopeful that the Council will leave well enough alone. No, it ain't perfect now, but this
change will be a disaster to those of us who have pride in our homes and neighborhoods on the
west side of town.

Resident Rosansky says this is a bad idea. It promotes trash scavenging 7 days a week. Even with lids, people
will overfill cans to point where trash will be visible. Also, cans will inevitably be knocked over or blown by
wind into alleyways. It will not be uniform as people will have several different container sizes up and down
alley as well as regular trash vs recycling bins. It will pinch alleys and create issues with two cars passing each
other as is the case on trash days. It is also unsightly which goes against all of the gains we made through utility
under grounding. It will also pit neighbor against neighbor as one will be able to put 3,4 or '5 cans behind their
house while others can't. People seem to have places to put their cans now so how come all of a sudden they
can't keep their trash out of alleys. The smallest of the three cans can't be larger than an existing can that is
being used. This smacks of wanting to encourage people to use larger cans that don't fit into side yards to reduce
the number of cans to be picked up. I reiterate that this was not the promise to residents that the quality of trash
service would not change.
I hope you will reconsider this change.

I concur with Paul and Steve100 %. Allowing residents to choose whether or not to place their garbage receptacles off
the public right of way is a VERY BAD idea. Even with the current code there are numerous violations of unsightly
garbage containers with no lids often littering the alleyways. If you relax the code it will result in unmitigated, unsightly
garbage receptacles strewn all over the alleyways with NO code enforcement to correct the situation.
Having many years of experience with garage collection on the Peninsula, I had reservations how the new contracted
garbage service would impact the residences, particularly in the alleys. Garage collection is problematic on the
peninsula, especially in the summer. The 3 foot setback for all property makes for tight quarters when storing the
current 32 gallon cans. The smallest new containers with lids are 35 gallons but are only 19 % inches wide (smaller than
the existing cans), making these smaller containers actually MORE useable in the narrow side yards. The new smaller
cans with attached lids will be a major improvement compared to the typical cans now in use with lids unattached or
missing. Allowing larger cans to permanently impede or encroach onto the public right of way defeats one of the goals
to make garbage collection less problematic. Further, if you relax the existing ordinance garbage pickers will love the
convenience of having oversized 64 gallon or 96 gallon cans visible along River Ave, Seashore, Neptune or Oceanfront -
alleys.
Quite frankly, in most cases owners on the peninsula should be restricted to 35 gallon cans. We do not have the room
for larger cans.
Please DO NOT RELAX the current ordinances that require cans to be placed 5 feet off the public right of way, often
behind gates. The new cans actually will result in better aesthetics in the neighborhood.
