o Walker Study didn't listen to CNBCA and
recommended meters in residential area.
City staff didn't do outreach and followed
Walker's recommendations.
o Council rejected initial staff report
o CNBCA asked a group of concerned
residents to study parking issues from a
resident's perspective.

Resident group asked city staff for direction and
whether parking permits were possible.
City staff didn't engage and indicated that the
Coastal Commission wouldn't approve.
Residents gathered information:
Contacted the Coastal Commission and learned that
they had indeed approved parking permits.
Researched and documented Balboa Fun Zone
maximum occupancy rates and employee numbers.
Performed off - season parking inventory between
Adams and 7t" Street on Tuesdays and Thursdays and
learned that the area is 87% occupied at 9 pm

o Residents gathered information continued:
- Reviewed other beach communities parking policies.
Reviewed previous city and consultant reports and
efforts.
Residents prepared and submitted a report to
Mayor Mike Henn, members of the City Council
and staff.
Mike Henn requested that report be considered
as park of Balboa Village revitalization efforts
and Resident Parking Committee /CNBCA agreed.
Residents circulated a petition among property
owners and residents concerning interest in a
proposed parking permit program (RP3). The
petition indicated 95% support with 58%
signing the petition.
Nelson Nygaard reviewed resident proposal
and contacted the Coastal Commission to
determine a viable approach to parking in
the Balboa Fun Zone. Their proposal
included suggestions from the resident
report.
CNBCA initiated and paid all expenses for the
Parking Committee report.
CNBCA subsequently had to pull their direct
support from the parking committee -
indicating that they didn't have a policy to
address parking.
o The city distributed a survey of all residents
within the proposed RP3 area to determine
interest in a parking permit program.
Support basically was the same as in the
original resident petition.
