I. Call Meeting to Order
The meeting was called to order at 3:34 p.m. by Chair Selich.
fl. Review of Goals & Policies
Picking up from where we left off from December 3ra on page 32 of the revised draft policy document.
SECTIONS
LIDO VILLAGE
Tescher reviewed public comments submitted for this section, but staff recommended no changes.
The Committee revised LU.6.9.X4 Gateway to add "such as" language to include landscape, streetscape.
CANNERY VILLAGE
Tescher reviewed public comments submitted for this section, but staff recommended no changes.
The Committee revised LU 6.10.1 Priority Uses to include ", except Villa Way, where these uses are encouraged."
MCFADDEN SQUARE, WEST AND EAST OF NEWPORT BOULEVARD
LU 6.12.1 Priority Uses revise "local- serving" to be "resident- serving"
NEWPORT CENTER /FASHION ISLAND
LU 6.14.4 Development Scale. Staff to recommend language at January meeting based on Committee discussion.
AIRPORT AREA
LU 6.15.6X Affordable Housing Projects. Clarify exemption from 10 acres to 5 acre.
CORRIDORS
WEST NEWPORT /OLD NEWPORT BOULEVARD
Removal of Specific Plans which are no longer in effect.

LU 6.19.10X— Proposed Policy Additions —Guiding Development of a District Corridor. Establish a Citizens Advisory
Panel (CAP) or other group to review .,.,.+ Undertake a planning process to make recommendations for revisions to
existing development standards and the Mariners' Mile Strategic Vision and Design Framework to ensure they
adequately implement the vision for the form and quality of Mariners' Mile's coastal and inland development for such
elements as viewshed and resource protection; building location, scale, mass, and heights; architectural character
and design; streetscape amenities; site access and parking; traffic and connectivity to the bayfront.
The Committee and members of the public discussed how to best address Mariners' Mile, including concerns with
street widening of PCH to Caltrans standards. It was mentioned by a member of the public that a public walkway
study was conducted from Balboa Bay Club to the bridge which would provide additional access along the frontage of
the bay.
Staff to confirm language of LU 6.19.2 Bay Fronting Properties. Modify to include "institutional /recreational" Staff to
look at zoning to address any potential conflicts.
CORONA DEL MAR
See parking study results for Corona Del Mar to further inform policy LU 6.20.2.
PUBLIC COMENTS
The elimination of some specific plan areas references from the General Plan was questioned along with additional
suggestions that the committee and staff review and modify the language or policy numbering accordingly.
Staff addressed this comment by explaining that the specific plans were eliminated through the zoning code update
process by creating location - specific zoning requirements that function much like the specific plans referenced in the
General Plan were intended to function.
Congregate care representative questioned how trip neutral projects will be calculated.
Another community member reiterated that her comments were sent in writing to the committee. Specifically,
additional language discussed for LU 6.16.5. The Committee determined that the following language would be
included in LU 6.16.5. "Congregation of employees, loitering." Staff to look at list of permitted or non permitted uses.
Additional comments on Mariners' Mile were made including incorporation of the new Bicycle Master Plan, addressing
public safety concerns and addressing incongruent uses.
Watkins suggested recommendations to LU 6.9.X Vested Uses.
III. Public Comment on Non Agenda Items
A community member reiterated his written comments regarding availability of the audio recording on the City's
website.
Tucker asked Tescher to review the next steps. Tescher explained the urgency to wrapping up the draft policies so
that they can inform the EIR. He clarified that additional policies could be drafted to mitigate any potential
environmental impacts, which will be included through the process.
