Subject: Insider's Guide - City Council meeting of May 27, 2014 (Great White Snark Edition)
Hi Folks—
So there is a Great White Shark / Snark story this fine day, and it's actually kinds funny. And a hoax. Rather than spread
the hoax itself around, take a look at the story online (story and link to the "public notice" here -
http: / /www.latimes.com /local /lanow /la- me- In- great- white - hoax - 20140522- story.htmi ) and hopefully get your chuckle
for the day.
I would suspect that the person who did this was trying to protect his or her waves on a busy Memorial Day weekend.
For you grammarians, you will be horrified at the poor grammar used by the (fake) United States Coast Guard.
By the way, a happy Memorial Day weekend to you. Here's what's coming up that may be of interest to you at the
Newport Beach City Council meeting set for Tuesday, May 27`h . I don't summarize every item — but you can read the
full agenda for this meeting here:
Full Meeting Agenda: http: / /www.newportbeachca.goy/ Modules /ShowDocument.aspx ?documentid =4414
Afternoon Study Session (starts at 4:30 p.m.) —Two items:
• Lower Castaways. Hear more about plans to increase public access to that great parcel at Dover and East Coast
Highway (the NE Corner), as presented by Harbor Commissioner Dave Girling. This will be a great public asset /park
someday soon.
• Budget Review, Part 11. We will take an additional look at some of the detail in the proposed City budget for FY 14-
15, including position counts, projects from the Tidelands Capital Fund, allocations of support for Special Events, a
follow -up on our business improvement districts' administration, and a few other items. Remember that the whole
budget is on the website in three documents —they are at this link: www.newportbeachca.gov /budget. The
"Performance Plan" is the most reader - friendly of the budget documents.
Regular Session at 7:00 p.m.
Items on the evening session's agenda include:
• Continuing indefinitely a previous item to change the land use designation for the Riverside Avenue post office.
This was supposed to come back with more detail at this specific meeting, but not much new has gone on, so we are
recommending that it be punted forward indefinitely. We will, as always, keep folks informed on when it might
come back to Council if at all.
• An update on the West Newport Beach Community Center concepts. You will recall that we were kicking around
two locations with the community — one at the corner of Superior and East Coast Highway, and one at the west end
of 16th Street where our Utilities Yard is located. After some outreach, the verdict is still mixed. So we will discuss
that with the City Council (please feel free to weigh in further as well) and have suggested doing some simple design
and cost estimating for both locations. Recall that this community center would include elements like a gymnasium,
possibly a fitness center, classrooms, and more. Even a community pool, maybe.
• The two Business Improvement Districts (BIDS) —one in Corona del Mar and the citywide Restaurant BID —are up
for renewal, so there are public hearings about those renewals.
That's about it that jumps out at me.
Random Notes:
This weekend being Memorial Day and the unofficial kick -off of summer, we hopefully will start moving road and
pipe construction projects out of your way to make transit a bit easier. Please also be aware of more folks on bikes
and plenty more visitors in town.
The draft Environmental Impact Report (EIR) for the extension and amendment of the Settlement Agreement that
keeps certain protections at John Wayne Airport will be released very soon. Check back on our website for a link to
that document. You will also be able to find it at www.ocair.com (there is a Settlement Agreement icon on their
main page).
Thanks for taking the time to read the Insider's Guide. Have a safe and enjoyable holiday weekend —watch out for those
great whites.
Sincerely,
Dave Kiff
City Manager
