This is the second of two study sessions on this item. STUDY SESSION MEETING MINUTES OF MAY 8, 2014 The minutes were amended and approved (5 ayes, 1 absent, 1 abstention). AYES: Brown, Kramer, Lawler, Myers, and Tucker NOES: None ABSENT: Hillgren ABSTAIN: Ameri ITEM NO. 2 MEMO TO THE CITY COUNCIL REGARDING VEHICLE LIFTS At the Planning Commission request, a draft memo to be forwarded to the City Council is presented for the Commission's review. The subject matter addresses the potential for the City to receive requests for vehicle lifts in the future. No regulations or policies are in place to address this use. The Planning Commission authorized submittal of the memo, as amended, to the City Council (6 ayes) AYES: NOES: ABSENT: ABSTAIN: PUBLIC HEARING ITEMS: Ameri, Brown, Kramer, Lawler, Myers, and Tucker None Hillgren None ITEM NO. 3 PETERS RESIDENCE VARIANCE (PA2014 -036) Site Location: 3000 Breakers Drive SUMMARY: A variance to establish site specific setbacks in accordance with Section 20.30.11 O.0 (Alternative Setback Area Location), to establish buildable area, and to provide relief from the required interior garage dimensions and third floor area and location standards for the construction of a new single - family residence. The project categorically is exempt under Section 15301 of the California Environmental Quality Act (CEQA) Guidelines - Class 3 (New Construction or Conversion of Small Structures). The Planning Commission approved the application as recommended (6 ayes) AYES: Ameri, Brown, Kramer, Lawler, Myers, and Tucker NOES: None ABSENT: Hillgren ABSTAIN: None ITEM NO. 4 PARK AVENUE CAFE (PA2014 -047) Site Location: 501 Park Avenue SUMMARY: A request for a conditional use permit to waive the parking spaces required in association with the expansion of an existing restaurant. The restaurant proposes to expand its operations within the existing structure, utilizing a suite previously occupied by another use. No additional square footage to the existing structure is proposed. CEQA Compliance: The project categorically is exempt under Section 15301 of the California Environmental Quality Act (CEQA) Guidelines - Class 3 (New Construction or Conversion of Small Structures) of the implementing Guidelines of the California Environmental Quality Act. The Class 3 exemption includes the construction of one single - family residence. The project is a new single - family residence and is located on a previously developed site with no environmentally significant resources present. 1 of 2 VIII. IX. Recommended Action: 1. Conduct public hearing; and 2. Adopt Resolution No. approving Variance No. VA2014 -003 (PA2014 -036). CEQA Compliance: The project is categorically exempt under Section 15301, of the California Environmental Quality Act (CEQA) Guidelines - Class 1 (Existing Facilities). The Class 1 exemption includes the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use. The proposed project involves the minor alteration of an existing structure and negligible expansion of an existing use. Recommended Action: 1. Conduct public hearing; and 2. Adopt Resolution No. approving Conditional Use Permit No. UP2014 -009 subject to the conditions of approval provided in the draft resolution.
