Comment 1: Hello- I am in the unique position to comment on this community center, because
i am a home owner in Lido Sands directly across from Sunset ridge park. I am also the
President of Voorhees Studios inc. & commercial building owner on west 16th. street. ***The
community center should be at the end of 16th street. This is an incredible piece of under
utilized land with world class views that is basically been a junkyard for the last 18 years that i
have owned my building on 16th. street. *Putting the comity center across from the park is
going to be a colossal mistake of traffic, congestion, confusion for drivers and completely
unnecessary for that little piece of land. KEEP THAT OPEN SPACE! plus we need the
additional over flow parking for the park, beach & service vehicles that is currently there... I
would just spruce up that hilltop dirt into a nice view park with a few amenities... Sincerely

Comment 8: It is a waste of the resident's money to build a very costly parking structure into a
hillside when there is a better site available. Keeping in mind that the Superior site is a state
required beach parking lot, a new parking structure would be overrun by the 100,000 people
that come to our beach on summer days.
The best solution would be a hybrid of the two site plans presented. Build the Community
Center on 16th Street and put more surface parking on Superior site plus a pedestrian bridge
to Sunset Ridge Park for the children and others to use the park.

get into the parking garage. That is a very dangerous intersection with all the
bikers/pedestrians/cars and should be avoided in my opinion. I have seen a number of wrecks
over the years at PCH/Superior and this would just exacerbate the situation. The location on
16th street is down a rarely used road and would be easy to reach via car/bike. Plus, a facility
at superior and PCH would require Costal Commission approval which always seems like a
nightmare and something that could delay the process. My strong opinion would be the 16th

There is room for expansion at the W 16th St location, which will likely be necessary at some
point in the future, which is why I vote for that site.
Also, I don't think the "pickle ball" courts will be used. Maybe we can put lighted basketball

Comment 18: Just would like to say that I DO NOT think the City should lease the exist facility
while waiting to decide where, what and how to finance a West Newport Community Center.
How long will this process take? And why take away the center during what could be a very
long process. The revenue involved here cannot be that great.
The much under utilized Community Center should be made completely available to ALL West
Newport residents. Programs should be development for resident's use. This concept would
allow the existing center to act as "test" environment so that a new community center could be
better planned for.
Neither site is ideal for a Community Center, particularly the Superior Avenue location. Access
is far to difficult, it appears to be a bonus for the City as it helps to alleviate the parking
situation for Sunset Ridge Park. The current site works rather well and could be incorporated
into something along with the Road & Track building/lot. Both will be adjacent to a City park.

Addressing the West Newport CC location and outdoor facilities. I agree with the poll numbers that show the end of 16`'
(48.8%) should be the location. The outdoor facilities show the swimming pool at the top of the poll with 29.6%. With
close to half and a third of the vote these two should be a slam dunk.
It is important to look closely at the swim pool. When the pool is built we need to plan for the maximum use. Swim
lessons, lap swimming, USA swimming and water polo, Club swimming and water polo, Masters swimming and water
polo, Water aerobics and more. With this in mind the pool must be built to accommodate all these activities. A five to
six lane pool will not meet this need. An 8 lane pool is a must.
My nephew, Paul Graves, is a swim pool engineer and project manager. I have asked him, at no cost, to provide a simple
drawing of a 8lane pool. I will forward the drawing asap.

I recently spoke with a number of West Newport residents on and off Newport Island. One resident of
Newport Island told me she prefers the 16°i street site. The rest all prefer Superior and PCH because it is more
centrally located and closer to their homes. One said the West Newport Community Center connected to
Sunset Ridge Park by abridge would make the area one big playground. Another liked the idea of being next
door to Hoag Hospital and partnering with Hoag on healthy lifestyle issues. A number of us who play tennis on
the West Newport Courts travel to Newport Coast Community Center to play Pickle Ball, which is tennis on
steroids. They are pretty excited about the possibility of Pickel Ball Courts close to home. Providing fun
activities for all ages can only make Newport Beach a healthier; happier community. For safety reasons, a
bridge over PCH is needed no mater which site is chosen.
One resident worked on 16°i Street and spoke rather vociferously about criminal activity around that
area. Some didn't want their children riding their bikes through the streets of West Side Costa Mesa, especially
at night. Some were concerned with the lack of street lights in the area. On a more constructive note, one
resident suggested a salt water pool at the Superior site. He said it is less expensive and does not need chlorine.

Thanks for helping make West Newport a more family friendly community. I would be happy with either
site. If the Superior site is chosen for the community center, maybe a couple things like a community garden
and walking trail could be put on the 16th Street site.

I believe that the 16th Street is the best location even though I could walk to the Superior
location since I live at 47th and Seashore.
Superior has too many traffic problems and the land is not flat. Getting cars in and out of
the Center's parking lot would be a mess as Superior is heavily traveled with traffic not
only going to Newport Beach but also Huntington Beach and beyond. The buildings would
require stairs which might be difficult for some people. ADA requirements might include
elevators in the Center.
16th Street is flat and easy to access. Yes, it borders Costa Mesa but Mariners Library is
also just across the street from Costa Mesa. The site also ends at Banning Ranch which some
day hopefully will be open space. This might allow for walking trails and nature classes at
the Center.
The Superior land would be better landscaped with native plants to compliment all the
improvements being done on Balboa Blvd. and PCH. It would be right across from Sunset Ridge
Park and the entire area would be a beautiful entry to Newport Beach.

Hi Steve,
I wanted to join the conversation on the web site, but it won't let me login. Maybe that is
why there are so few participants.
My comment about the two locations is that it is unfair to have us choose between to terrible
locations so you can say the "citizens have spoken." I think you need to add a third choice
that says "Neither, keep looking."
Personally, I don't think the Superior location is real. I doubt that Caltrans, Coastal
Commission, or other such regulatory body will allow it. Before you even talk about
shoehorning this development in there, you have a serious traffic issue there mostly around
the U -Turn problem. Everyone coming or going by car needs to take a U-turn. I would say it
just gets more dangerous when you consider bikes and podestrians.
The 16th st location, like the rest of Banning, is carcinogenic. Period.
Please offer us a more sensible choice.

Hi Steve,
Here are some additional comments to pass onto the City Council regarding my opposition to locating the new
West Newport Community Center at Superior/Coast Highway. I'voted' on the Connect capability but didn't see
how to post comments.
Traffic impacts:
The Traffic and Transportation section of the March 2014 SEIR for the proposed General Plan Land Use
Element Amendment makes the following statements about the Superior Avenue/Coast Highway intersection:
Table 5.11-1 `Roadway Average Daily Traffic Volumes — Existing Conditions' provides ADTs for the Superior
Avenue/Coast Highway intersection ranging from 21,000 ADTs to 47,000 ADTs.
The SEIR also states that based on the intersection LOS performance criteria, the Superior Avenue/Coast
Highway intersection experiences unacceptable operations during peak hours for 2006 General Plan conditions.
The SEIR goes on to state that when anticipated intersection improvements are implemented per the 2006
General Plan, Superior Avenue/Coast Highway would operate at unacceptable LOS even with the
improvements.
Let's make sure that roadway reality is addressed and not concealed by an on -paper traffic analysis that is then
sold to the residents as 'trip neutral' or 'the intersection doesn't operate at the LOS now, so what's the problem'. I
think residents are very tired of'traffic creep' in our city.
Parking structure: A parking structure would have to be open to the Public due to the fact that the existing
parking was constructed as a mitigation for the widening of Coast Highway by CalTrans. Easy access in/out and
the strong possibility of little to no parking during summer months makes this location a poor choice.
Additionally, the Coastal Act requires that the public be afforded coastal access. Oasis Center is so awesome
because you pull into a fairly large, easy to navigate parking lot.
The idea of one or two pedestrian bridges is a great idea that I fully support.... just not a building and parking
structure crammed in on that vacant lot and all the traffic associated with it, along with added safety issues.
Where on the City's website is the high level cost analysis associated with each of these options?

I see there's some interest in a dog park. I hope the city staff agrees with me that the two proposed sites are on real
estate that is much too valuable for a dog park! However, there seems to be a need for that also. Is there any other
place a dog park could be constructed in West Newport, other than on the proposed community center sites?
Another thought: It would be beneficial if our new community center had a coffee bar (like Starbucks) or at least a
vending machine.

I attended the meeting on Monday evening at the old city hall site, and I completed the questionnaires online at
con nectnewportbeach.com. There didn't appear to be a way to modify votes/comments, so I am e -mailing you with my
ideas.
I think an Olympic sized pool rather than a lap pool would be wonderful if the space permits.
I would like to have a computer room similar to the one at Oasis.
I hope that sound proofing and insulation will be adequate. The flexible walls at the Oasis Center make for noisy rooms. I
took an art history class there, and we heard every word from the adjoining classroom.
I would like to see some rooms suitable for art studio/art classes, with sinks, easels, art tables, good lighting, etc. similar
to those at Coastline Community College.

New Community Park in West Newport Beach
Hi Steve - Someone posted on Nextdoor Lido a website to log into to state our
preferences for what this new community park would include. For some reason I
couldn't create an account, and thought I'd just email you personally.
A few people on Nextdoor Lido said they have suggested a dog park. Personally, I
think this is a terrible idea. I feel like people with their dogs are taking over
everywhere. We had a very contentious vote on Lido on whether to turn our large
grassy park into a dog park. It was finally vetoed by our community association
because it is also to be used as a staging area in case of disaster, and the
doctor/resident who is in charge of disaster preparedness said she'd step down if it
was turned into a dog park. A friend who lives in Missouri said she read that CA is now
considering allowing dogs in restaurants. I love dogs, but there's a time and place ...
I would rather have it be a place with a fitness center with exercise equipment and
basketball/volleyball court. And pickleball is getting very popular, so I like that idea for
outdoor use, or the walking track. I love the idea of a community center on our side of
the bay. I was hoping that's what the old City Hall site would have become, so I'm glad
another site is being considered.

Thank you so much for taking the time to give the residents of West Newport the opportunity to weigh in on the location of
the new community center. There were many excellent ideas expressed last night which I know will be given
consideration.
I would like to submit some other comments regarding the proposed location of the center for the record.
My concerns for not building the new center on the corner of PCH and Superior location are as follows:
EXCESS TRAFFIC/TRIPS — the intersection of PCH and Superior is an extremely busy sometimes choked intersection
now with weekend warriors and summer visitors. Add the new trips by families using our new park on top of the significant
amount of traffic a parking structure would create and you would have gridlock getting on the Peninsula, especially on any
day with good weather such as today.
SAFETY — Putting a center at this location would create additional safety hazards. Vehicles constantly slowing down to
enter the structure on Superior would slow all traffic leaving the Peninsula backing up at the PCH/Superior intersection.
Vehicles exiting the structure on Superior wanting to return to the Peninsula will be constantly using Ticonderoga for U -
Turns. Traffic on Superior also backs up from PCH to Ticonderoga on busy days which would make U -Turns at the
intersection an issue.
CRIME — Studies show that parking structures breed crime. This structure has to accommodate visitors as well as
residents wanting to use the center. This area already has a huge parking problem for residents. Every year residents
have to call on the center at PCH and Superior asking for the city to contact the owner and have them implement a
security guard to hold down crime and keep out of town visitors from parking all day and all night at that location. We can't
find a place to park to have dinner in that strip mall. If you follow PD logs you will notice this area has a significant amount
of calls for fights, drunk in public, suspicious persons, and accidents. We do not need 300 more spaces for this type of
use. Local residents are inundated now with the impacts from bars and rental homes having huge parties, this would
make it even easier for these renters to invite ALL down to West Newport. Just this last two weeks besides the gangs of
drunks roaming our neighborhoods yelling and screaming we have had vehicle mirrors smashed in or off all along Balboa
and River Avenue. We know this comes with the territory but why add more of a burden on locals and our city services?
The residents have worked so hard with the help of our city to take the "WAR ZONE" mentality out of West Newport and
make us an all inclusive family friendly neighborhood and we are having success but we believe an additional 300 spaces
would have a huge negative impact on our efforts.
Yes, like most I would love to walk to a community center just up the street but after living here and using that intersection
everyday, I believe the better location would be on 16th Street. The views, space, quite and parking situation make it a
much more feasible less expensive space for our center. Using this site would afford the city the opportunity to make this
a true community center for all ages and maybe add a large much needed pool, a dedicated senior area for classes, grass
areas for children and yes the much beloved pickleball courts.
We live in very dense residential neighborhoods. With that, maybe the PCH location could have a much needed dog
park? So many residents walk River Ave. and Seashore to use the tiny patch of grass on Lake and 38th and everyone
comments "wouldn't it be nice to have a place to take the dogs and let them run off leash". We know we have the beach
after hours but most of us don't use it because of the sand issues and the limited hours. Just a thought.
A last point to consider. We had a tsunami warning a few years back. I was here at home on the peninsula and saw the
ticker on my TV to evacuate. I quickly gather up my animals and called my family who were working at our office on PCH.
They were unaware of the warning.
I left my house and was in complete gridlock trying to get off the peninsula to meet them. Traffic was at a stand still all the
way up Balboa and I suspect on Newport Blvd. as well. No vehicles were using the other side of the street to exit the
Peninsula. If we had even a small tsunami thousands of us would not be here today As you know there are places on this
Peninsula that are below sea level. It was a complete mess. Once getting up the hill it DID NOT get better and once the
warning was lifted it took hours to get home. Neighbors down here kid about never hearing the sirens when they are
tested.
I am grateful you all have a state of the art command center at our new City Hall but there are still serious issues for us
down here in the lowlands and adding another facility at that corner would just add to the congestion. Putting the center
up the hill would give the city the option to use it for a Westside evacuation station if need be.

Dear Mr. Badum,
I am responding to an email regarding the Proposed West Newport Community Center. After reviewing the plans for
the two proposed sites, it seems to me the site at Monrovia & 16`h is a far superior location, it would allow a larger
center with parking (a big issue), a more central location and an area with less traffic than PCH and Superior.
PCH/Superior location is a busy intersection with potential congestion and accidents, it has no parking and is a smaller
facility. Additionally the bridge across Superior seems like a very expensive, minimal benefits, waste of money project.
As a resident of Villa Balboa and Newport Beach, I think the Sunset Ridge Park is a fabulous design and will be a
wonderful park for Newport Beach.
Also I am looking forward to the landscaping of Sunset View Park.
Your planners are doing an excellent job, as I look around the city, I highly approve of the improvements your
administration is doing for our city.

Mayor and Council Members:
I attended the outreach meeting at the old city hall site and I am surprised to read staff
recommended hiring a design professional to draw up concept designs on both sites. I
was not at the Oasis Center Meeting but the overwhelming consensus by the residents at
the old city hall meeting was the 16th Street location.
I have many reasons why I believe the 16th Street location would serve the residents of
West Newport better than the PCH and Superior location:
1. Cost - it will cost the taxpayers much less to construct the center on 16th St. vs.
the PCH and Superior location. I believe we could use the savings to offer the residents
more amenities, like a senior center and work out room comparable to the Oasis Center, a
pool, gardens and grass for the children and yes pickle ball courts.
2. Consumers trends studies show people do not want to use parking structures, they
want outside parking. If you want this center to be used by the residents, a parking
structure will deter most seniors I have spoke with. Look at the struggles of Triangle
Square and our own Lido Village, both with parking structures.
3.Traffic - the traffic impact alone is cause enough to move the center up the hill. Vehicles
coming off the Peninsula going up Superior will have to slow down to enter the parking
structure further causing back up of traffic through the intersection at PCH. This is already
know as an extremely busy, poorly marked, confusing, dangerous intersection.
Residents leaving the center/parking garage will be exiting on to Superior which will have
them constantly making U -Turns at Ticonderoga and Hospital Road. This will affect ALL
residents of West Newport, The Crest and Villa Balboa who use Superior for access to
the peninsula and will create more safety issues for the EMS using Superior and Hospital
Road.
Just this last weekend, Memorial Day, this would have created even more of a traffic
nightmare as Superior was backed up past Hospital Road with visitors trying to get to the
Peninsula while a steady stream of out of towners tried to get off the Peninsula via Balboa
It was a parking lot. This is not like putting a structure next to your City Hall up here at
Fashion Island that is mostly used by residents and employees during the day for
business.
Our structure will be used by out of town visitors/partiers at all times of the day or
night who want to use the beach and party at the bars and party houses. Who is
going to be in charge of how to protect parking for the residents to use the center when
there is already daily battle for spots on our streets?
I would encourage you to drive this area any weekend between Easter and the end of
August and try to imagine 300 more vehicles coming and going all day long on and off the
Peninsula at just this intersection plus the vehicles form the other 100,000 visitors a day
using only Balboa and Newport Blvd.
4, Safety – The Bureau of Justice Statistics shows parking structures are more dangerous
than open parking lots http://www.b4s.gov/index.cfm?tv=tp&tid=44 and the US Department
of Justice research in brief states the following:
"Because parking facilities are more likely settings for crime—both violent and property—
than all other real estate except residential, security is one of the most critical issues facing
the owners and operators of parking facilities today. Local government officials are also
concerned about the security of these facili- ties—some of which are city owned or operated—
because parking affects the economic viability of a community."

The corner of PCH and Superior is know by residents and PD as a haven for crowds of
drunks, homeless, drug dealing, vandalism and fights and putting a parking structure
across the street will intensify the negative impacts that burden the residents and city
services already. The city would have to have at least one full time security guard around
the clock in that structure.
4. Now we know all of you are safe and sound from a tsunami threat up on the hill in your
new residence but for us lowlanders stuck down here on the Peninsula the threat is real. I
was in the last evacuation a few years back. I live on the Peninsula across from Newport
Island at 39th Street. It took me almost 40 minutes to get off the Peninsula and up the hill
in a bumper to bumper traffic jam ..... there was NO plan. If the threat was real most of the
residents living on the Peninsula would have all died. And now we are considering adding
another 300 vehicles exiting on to Superior at PCH during a disaster?
Yes, I would like to be able to walk to a new community center and have a place to go to
workout but after walking both sites and looking at safety first and then how to get the
most bang for our buck, the 16th Street site seems the most practical and sensible. The
seniors I know would much prefer the 16th street location and as a parent I can't imagine
telling little Johnny "get on your bike and ride over to the community center" using on of
the busiest Highways in California at one of the busiest intersections in Newport.

One other thought, if in your infinite wisdom you vote to put the new Center up on 16th St.
we wish you would consider a much needed dog park in this part of town on the Corner of
PCH. Just like you over here on the hill we have so many beloved 4 legged friends who
need a place to run loose during the day. No night time lights just a fence, a some pretty
landscaping with grass and a water facet would make all the difference in the world. Many
families with pets would be grateful:)

concur with many of Ms. Koller's thoughtful comments regarding the preferred location of the proposed
Community Center
As being 16`h Street. A center at the corner of PCH and Superior would create significant adverse impact on
traffic flow on and off PCH and additional safety hazard
The only statement that I offer a differing position on is that concerning a parking structure. I do agree with
Ms. Koller that a single level parking lot is generally the most "friendly". However, a two story parking
structure could provide additional parking which may be needed in the land -constrained area.
