TITLE: Items for Future Study
ABSTRACT:
On a regular basis, Council members seek their colleagues' concurrence on whether a majority
of the Council wants to pursue an issue in more detail. In this case, the issue is the role and
duties of the Environmental Quality Affairs Committee (EQAC).
RECOMMENDATION:
Direct staff to return with ideas and options about a different role for EQAC.
FUNDING REQUIREMENTS:
None required.
DISCUSSION:
In order to determine if a majority of the City Council is interested in studying or considering an issue, one Council
member can ask that it be placed on a future Council agenda. This item does this for Council Member Gardner's
request that the Council consider a new role and mission for EQAC. If the Council approves this item, staff will
return with a more robust discussion of possi ble options for EQAC and seek further direction at that time.
ENVIRONMENTAL REVIEW:
Not applicable.
NOTICING:
This item has been noticed according to the Brown Act, which requires notification at least 72
hours in advance of the Council's consideration of the item.

ENVIRONMENTAL QUALITY AFFAIRS COMMITTEE
AUTHORIZATION: Established by Resolution No. 2012 -116 adopted on
November 27, 2012.
MEMBERSHIP: Seven members appointed by the City Council reflecting
geographical diversity within the City, and two non - voting
Council Members appointed by the Mayor, confirmed by the
City Council. The Mayor will also appoint one of the two
non -voting Council Members for an annual term as Chair of
the Committee.
TERM: The seven members appointed by the City Council shall
serve a four year term, with a limit of two consecutive terms.
Council Member appointees shall serve a one year term.
Appointments shall occur in January.
MEETINGS: Meetings shall occur at a regular time and place as called by
the Chair.
BROWN ACT: This Committee shall be subject to the Ralph M. Brown Act,
or any successor regulation.
PURPOSE &
RESPONSIBILITIES:
It shall be the duty of the Environmental Quality Affairs
Committee to:
A. Advise the City Council on policies, programs and
projects that improve or detract from the
environmental quality of the City, as requested by the
City Council;
B. Comment on Notices of Preparation, as requested by
the City Council; and
C. Advise on any matter referred to the Environmental
Quality Affairs Committee by the City Council or City
Manager.
