ITEM NO. 1 LIDO HOUSE HOTEL (PA2013 -217) AND CITY HALL REUSE AMENDMENTS (PA2012 -031)
Site Location: 3300 Newport Boulevard and 475 32nd Street
Summary:
The Lido House Hotel project consists of amendments to the General Plan, Coastal Land Use Plan,
and Zoning Code to change the land use designation and zoning of the former City Hall Complex
from Public Facilities to Mixed -Use and a Site Development Review and Conditional Use Permit for
the development and operation of a 130 -room hotel. The project also includes changes to 32nd Street
and Via Oporto.
Recommended Action:
1. Review the proposed project and provide feedback to staff and the applicant.
2. Direct staff to schedule a public hearing for July 17, 2014.

ITEM NO.2 AT &T MOBILITY- 000323B (PA2013 -182)
Site Location: 2350 Bristol Street
Summary:
Trillium Consulting has submitted an application on behalf of AT &T Mobility requesting a
telecommunications (telecom) permit to allow the installation of 12 panel antennas behind
architectural screening on the rooftop of an existing three -story office building. The proposed
telecom facility support equipment will be screened and housed within an existing utility room on the
third floor. The proposed antennas and architectural screening will exceed the 35- foot - height limit by
7 feet 4 inches, requiring a conditional use permit.
CEQA Compliance:
Staff recommends the Planning Commission find this project exempt from the California
Environmental Quality Act ( "CEQA ") pursuant to Section 15303 Class 3 (New Construction or
Conversion of Small Structures) of the CEQA Guidelines, California Code of Regulations, Title 14,
Chapter 3, which allows construction of new, small facilities or structures and installation of small
new equipment and facilities in small structures.

Recommended Action:

2. Adopt Resolution No. _approving Conditional Use Permit No. UP2014 -016.
ITEM NO.3 GENERAL PLAN LAND USE ELEMENT AMENDMENT (PA2013 -098)
Site Location: Citywide
Summary:
The project is an amendment to the City of Newport Beach General Plan Land Use Element, Glossary
and Implementation Program (Amendment). The Amendment is intended to shape future development
within the City and involves the alteration, intensification, and redistribution of land uses in certain
subareas of the City, including major areas such as Newport Center /Fashion Island, Newport Coast, and
the area near John Wayne Airport. The Amendment will also include Land Use Element Policy revisions
related to land use changes, in support of recent Neighborhood Revitalization efforts and other
updates /refinements. Subsequent amendments to the Newport Beach Coastal Land Use Plan (LUP),
and Zoning Code and Map will be necessary to reflect the amendment to the General Plan.
CEQA Compliance:
A Draft Supplemental Environmental Impact Report (SCH No. 2013101064) has been prepared to
evaluate the environmental impacts resulting from the Land Use Element Amendment, in accordance
with the California Environmental Quality Act of 1970 (CEQA), as amended (Public Resources Code
Section 21000 et seq.), and the State CEQA Guidelines for Implementation of CEQA (California Code of
Regulations, Title 14, Section 15000 et seq.).
Recommended Action:
1. Conduct a public hearing; and
2. Adopt the resolution recommending City Council certify Supplemental Environmental Impact
Report No. ER2014 -002 and approve General Plan Amendment No. GP2013 -001 to amend
the Land Use Element.
