Appointments to Boards and Commissions
The annual vacancies on City Boards and Commissions will occur on June 30, 2014. The
process to fill the vacancies shall be followed in accordance to Council Policy A -2 — Board,
Commission, and Committee Appointments.
RECOMMENDATION:
Make appointments to the Boards and Commissions from the nominees listed below. All new
terms will be effective on July 1, 2014, with an expiration date of June 30, 2018.

DISCUSSION:
The above nominees were confirmed by the City Council at the meeting of June 10, 2014.
Nominees were selected from applications received and on file in the City Clerk's
Office. Copies of all of the applications were included with the agenda packet of June 10,
2014, and are being recycled for your review.
Appointments
Pursuant to City Council Policy A -2, appointments to the Boards and Commission will take
place in the following manner:
A. The City Council will vote on all appointments simultaneously. The voting will be by
paper ballot and the City Clerk will tabulate and announce the results, including the vote
tally.
B. Each member of the City Council will cast the appropriate number of votes for Board
and Commission on the paper ballot. In order to be appointed, an applicant must receive at
least four votes.
ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this action is not subject to the California Environmental Quality Act
( "CEQA ") pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect
physical change in the environment) and 15060(c)(3) (the activity is not a project asdefined in Section 15378) of the
CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in

DISCUSSION:
At the regular meeting of the City Council held on April 22, 2014, Mayor Hill appointed Mayor
Rush Hill, Mayor Pro Tern Ed Selich, and Council Member Nancy Gardner to serve on an Ad
Hoc Appointments Committee to review applications and make recommendations to the full
Council for the Board and Commission vacancies scheduled to occur on June 30, 2014.
The deadline to submit applications was Wednesday, May 14, 2014, at 1:00 p.m. The
committee reviewed the applications on file and are requesting that the City Council confirm the
nominations as listed in the recommendation.
The appointments to fill the vacancies are scheduled for Tuesday, June 24, 2014. All new
terms will be effective July 1, 2014, with an expiration date of June 30, 2018.

Mr. Jerry King has over 26 years of extensive experience and knowledge in governmental
relations, planning coordination, land use analysis, development processing, project
management, and public utilities and environmental planning.
As a Vice President of Planning and Project Development for Psomas, Mr. King was responsible
for land planning and development, primarily focusing on entitlement strategies and other
aspects of the predevelopment phases of real estate development. Mr. King's other strengths
include project conception; planning and site design; financial analysis; and techniques
including project structuring, negotiation of entitlement rights, development agreements, and
governmental relations.
Other services and areas of expertise include work in water quality, water regulatory issues,
and water planning and environmental resources. Mr. King is also a frequent lecturer for the
UCI extension program.
Water QualityBackgroand
Mr. King has over 24 years of extensive experience in areas related to water resources
planning, management, and regulations with an emphasis In urban runoff management and
regulation. In addition, he has wide ranging experience in land use planning and
governmental relations.
Mr. King recently concluded 16 years of service on the State of California regional Water Quality
Control Board, having serviced four teams as Chairman. He served as the Hearing Officer
for review of County-wide Watershed National Pollutant Discharge Elimination System (NPDES)
Permits for the Counties of Orange, Riverside, and San Bernardino. Mr. King also participated in
a review of the Regional Boards by the State of California to ensure regulatory consistency.
Of particular Importance, is his continuing effort to address urban stormwater runoff, manage
regulatory compliance of discharge permits, and document procedural guidelines for
construction stormwater pollution prevention plans.
Mr. King is a frequent panelist and guest lecturer on Water Quality and Watershed
Management topics. Recent engagements include:

Upon concluding 16 years of service on the Regional Water Quality Control Board, Mr. King
has continued his leadership in water quality and regulatory policy. He has consulted with
Latham and Watkins as a water specialist in drafting guidelines for Storm Water Pollution
Prevention Plans, and is currently on -call as an expert witness in related litigation matters.
As a Consultant to Newhall Land, Mr. King has worked with the Los Angeles Regional Water
Quality Control Board on a Basin Plan Amendment that addressed chloride objectives for the -
beaches of the Santa Clara River at Santa Clarita and Santa Paula.
Mr. King consults to the Irvine Company on all development projects, construction, best
management practices, and storm water runoff issues. These include discharge issues specific
to Crystal Cove State Beach and Upper Newport Bay drainage areas. Mr. King's other clients
include the Newhall Ranch, the Milk Produce Association, and the Inland Empire Utilities
Agency. He serves as a consultant to the Attorney General's Office advising on ground water
adjudication issues.
Mr. King is often a panelist and lecturer on eater quality issues and groundwater matters, as
evidenced in his most recent participation in the Storm Water Conference at Cal Poly Pomona.
Projects
• The Irvine Company: Consultant in issues related to land use, storm water compliance
and regulatory requirements.
• Poseidon Resources: Consultant for ocean water desalination project and regulatory
compliance.
• The Home Depot, Inc.: Provided early review of selected store sites including
constraints and zoning restriction criteria; worked directly with architect in developing
site criteria and siting information; assisted in development of entitlement conditions
and implementation of development requirements; provided strategic guidelines for
addressing problem areas related to circulation of site criteria; and worked with
entitling jurisdiction to achieve compliance with development conditions.
• Best Buy, Inc.: Assisted in locating potential store sites; provided planning and
entitlement strategy for location permitting; developed positions to define conditions
for approval; and assisted in responses to exaction requirements.
• Pacific Life, Newport Beach, CA: Provided planning and entitlement assistance for an
eighteen -story corporate headquarters office addition to Newport Center. Services
included zoning documents, public relations outreach, and general plan amendment.
• State of California, Attorney General's Office: Provided strategic planning review services
for the Optimum Basin Management Plan in adjudicated groundwater basin. Services
included groundwater degradation, future facilities planning, and preparation of
implementation document for court.
• Metropolitan Water District of Southern California: Provided land use and planning
assistance for the development of the Eastside Reservoir Recreation Plan (the largest

implementation of master plan and the creation of open space elements.
• BKK Corporation, Development Plan, West Covina, CA: Provided planning services for
the development of landfill closure plan and entitlement services for a future golf
course.
• Chapman College Learning Center, Orange, CA: Prepared the Campus Master Plan
and provided planning entitlement services for the learning center facility.
• El Toro Re -use Study, Coastal Cities, CA: Provided consulting for planning services to
the City of Newport Beach in developing alternative land use proposals in support of
a regional airport and supporting facilities.
Lido Medical Center, Newport Beach, CA: Provided entitlement and planning
services for redevelopment of the existing facility as well as a 220,000- square foot
expansion for medical offices and a diagnostic center.
Long Range Development Plans for the University of California, Irvine and University of
California, San Diego, CA: Prepared Master Plan for each campus. Performed a 10 -year
update for the UCI campus. Helped facilitate planning for building and campus
development. Provided planning services for student housing and transportation

continue to provide planning services and master planning of this major regional mall
and associated medical, office, and entertainment facilities.

I have lived in the City of Newport Beach for over a decade. In that time, the Newport Beach Public Library, its resources, and the
knowledgeable staff have supported me through all of my educational journeys. As a high school student at Corona del Mar High
School, I would go to the Central Library after school to do homework, meet with study groups, and do research for my Senior Project on
cryptography. After sometime spent away from Newport Beach to attend UCLA, I returned to live at home for law school, where I spent
countless nights and weekends studying for final exams and, ultimately, the California Bar Exam last summer at the Central Library. After
a day -in and day -out routine over nearlythree months, I came to realize what an important contribution to my life the Newport Beach
libraries have made. Now that I am settled, I would like to support the Newport Beach libraries that have supported me. Though I have
just started my career as an attorney, I am hopeful that (can contribute to the success of one of our City's greatest resources in every way
that I am able. By serving on the Board of Library Trustees, I aspire to support an organization that is dear tome, work to achieve the

Roxana Mehrfar is an associate in the Newport Beach office of Ireli &
Manella LLP, where she is a member of the firm's litigation practice group.
Ms. Mehrfar's practice encompasses white collar investigations, securities
litigation, arbitration, general business litigation, including breach of
contract and fiduciary duty disputes, and patent litigation. Her patent
practice has focused primarily on clients in the computer hard disk drive
industry. Additionally, Ms. Mehrfar maintains an active pro bono practice,
representing victims of elder abuse and financial fraud.
Ms. Mehrfar earned her J.D., cum laude, from Loyola Law School in 2011,
where she was selected Order of the Coif and served as both a Staff
Member and Developments Editor of the Loyola of Los Angeles Law
Review. While in law school, Ms. Mehrfar worked as a law clerk at the
United States Attorney's Office for the Central District of California, served
as President of the St. Thomas More Law Honor Society, and assisted with
pro bono adoptions for the Alliance for Children's Rights. Ms. Mehrfar
earned her B.A. in Political Science from the University of California, Los
Angeles in 2008.
As an active member of the legal community, Ms. Mehrfar is a part of the
Association of Business Trial Lawyers, Orange County and the Orange
County Bar Association. She is the author of Redefining Commonality for
Consumer Class Actions under California Business and Professions Code
Sections 17200 and 17500, 44 Loy. L.A. L. Rev. 353 (2010) and was a
speaker at the annual Law Day awards ceremony in 2011.

Having lived and benefitted from the community since I was 8 years old I now see this as an opportunity to give back to my community.
My educational training and professional experiences are broad. I have performed multiple projects in almost all categories of
construction. Over the last 30 years I have been the licensed architect for custom &tract single & multi- family residential units,
restaurants, fastfood drive - through facilities, office commercial, retail, hospitality, educational, medical & industrial types of projects.
Recently completed projects include Concorde College Dental School, car dealerships (Land Rover, Subaru & Toyota) and a hazardous
material distribution facility (Frazee Paint). I have also provided designs, plans and permits for high pile storage facilities in excess of one
million squarefeet (Whirlpool & Dart facilities) as well as designs for freezerfacillties for Nestle Corporation & Bird's Eye.
I have developed strong communication ties with both planning and building directors in many Southern California Cities due to my
knowledge and understanding of the municipal and building codes.
As a result of my 30 years in architecture I have become an expert for processing of Conditional Use Permits and presenting to
Community& Architectural Review Boards. My knowledge and experiences have fostered resolution through mitigating discourse with a
keen focus for the health, safety, and welfare of the public. I believe my approach has improved both the agency and the client's end
results.

code adoptions and challenges of CBC, CIVIC, CPC, & CEC. As three years certificate in Fire Protection and over 120 hours of CEU annually, I

Summary of Experience
Dr. Nour has over 37 years of experience in the field of Engineering. His
diversified work includes small building projects to large industrial facilities, for
which he designed and specified a variety of equipment solutions and systems,
performed construction support and multi - discipline coordination tasks. He also
has done extensive work on commercial and residential projects where he has
designed plumbing, HVAC, system ventilation, energy compliance forms, air
quality control, and plumbing systems.
As a founder of ACE, his experience and practical approach to pragmatic design
has made it one of the most efficient and dynamic consulting engineering firms in
Southern California. Dr. Nour has customized programs and has automated all
aspects of engineering design for higher rates of accuracy and efficiency. Based
on his extensive theoretical background, Nour has been able to innovate new
designs where the UMC codes were required variance due to inadequacies of
the governing codes. In addition, this background has given Dr. Nour the
specialized ability to diagnose the California Energy Laws from theoretical to
practical and construction views. Currently he lectures at University of Southern
California- School of Architecture. He is partnered with Jeff Elmassian of
Greenuendo on a variety of water conservation projects including with the U.S.
Forest Service and local Los Angeles schools.
Over the past 26 years at Absolute Consulting Engineers, Dr. Nour's designs
include commercial buildings, industrial, and production facilities. These facilities

My entire professional life has been involved with the Arts, Architecture and Design. I have served on professional and educational
boards at national and state levels interested in the improvement of the arts and professional standards. I am now retired and enjoying
active involvement in the fine arts. I believe the New City Hall is an important architectural achievement for the city and I have a great
interest in seeing that it's potential as a center for all the arts is met The concerts are a wonderful community activity for all citizens and
have been very successful. My personal interest involves making this new facility become a center for all the arts and Newport Beach
citizens of all ages. I have been Involved with some of the Arts Commission's activities and commended the members for providing a
forum for the arts in our community. My background, experience and education should allow me to contribute in a positive way to

In addition to earning my BA with a major in Industrial Relations at the University of
Arizona, I have more than 35 years of practical experience. I worked in several very
structured wage, salary and job -grade organizations. I participated in and led many task
forces which focused on re -organizations, evaluation design, position grading and salary
structure. At Chrysler Corporation, my experience included both domestic and
international assignments. Functional responsibility ranged from headquarters, field,
manufacturing and sales; for 2 years I managed Chrysler's operations in Australia. At

For over twenty -five years I have been a member of the local marine industry and yachting events. This involvement has provided me
opportunity to strengthen, grow, and create many types of regattas and events for the community. Thru the California Department of
Fish & Game OSPR Harbor Safety Committee in the Port of LA/LB, Navigation &Safety Committee I have interfaced with the USCG and
port operations. As the owner of Coast Marine, Inc. we have been providing system evaluation, sales, and repair for boat owners in
Southern California since 1978.
Newport Harborhas the history of being a focal point in Southern California. The harbor draws people with many interests, both on and
off of the water. The city may look to promotethe waters and shore side facilities that will invite families to Newport Harbor. The
challenge is to make boating and the access to Newport Harbor a reasonable thing to do for all. Will it bejust a watertaxi service from
one end to another, of creating guidelines to manage the increase of SUPs on the local waters.
There are many topics which could be brought to the table for discussion. As there are already programs the commission is working on

My recreational boating background, four decades as a member of the Newport Beach marine business community and currently the
serving chair of the Newport Beach Harbor Commission give me a unique perspective and background into the harbor's issues. I hope to
continue on the commission over the next fouryears as we attempt to complete a number of unfinished initiatives we've taken on. [just
finished the 41 st annual boat show at Lido Marina Village, an event I founded and pioneered Into the largest such event in the Western
United States. The shows have required me to deal and interact with and to understand how the California Coastal Commission and the
U.S. Army Corps of Engineers work -- this has given me valuable insight into how they affect and interact with the City of Newport Beach.
I'm active in the Newport Sea Scout Base and received their highest honor for a volunteer— the Good Sea Scout Award. I'm the publisher
of a number of marine and boating publications including the Log Newspaper and Sea magazine, two highly respected boating titles in

My family first came to Laguna Beach in 1951 and I have worked and/or lived in Newport Beach since 1960 (architectural firm as a
draftsman) but involved priorto that as a rower for OCC's Crew in 1958 -1960 and involved in sailing starting in 1967. 1 have always been
involved in Newport Beach as a volunteer and I still am through this date as I take great pride to continue to make this a better
Community, as I refer in my introduction as our Rotary's current President: °Paradise.°
I know the Community and its history besides having a great deal of education and experience in our beaches (life guard in Laguna
Beach), recreation and youth sports since 1974 besides I have worked in the architectural, planning, development and construction
industry starting in N.B. for an architectural firm while still attending O.C.C. and leaving when Ijoined the military in 1961. Upon
discharge from the Army and completing full time college in 1967,1 started working again full time in N.B. for a large real estate
developer (Matto Dev.) doing design and governmental approvals in projects in O.C., LA. and Ventura County. Since that time, I have
worked for three local developers including my own company, up to my retirement and involved in many different properties in our
Community. I have been appointed to may different committees on O.C., State, and National levels Involving planning, land use,
processing, affordable housing, design criteria, environmental, etc. and recently worked with PBR on Sunset Ridge Parkand the
application to the Coastal Commission. Also, I was an expert witness to the N.B. on their Affordable Housing Law Suit in the 1980s.

Please except my application for the open position on the City of Newport Beach's Park and Recreation
Commission. Attached is my resume of experience that includes the reason why I think I would-be a good
member of this Commission as well as my 44 years as a resident of the City of Newport Beach besides living
along the Orange Coast since 1951. I have also included my volunteer activities while working and or living
in Newport Beach as well as some of my professional experience in real estate development and construction
that I have done in the western part of the United States. I have to really say that I am very blessed that I can
call this Newport Beach my home and consider this as "Paradise' and I enjoy doing my part keep and or
improve the quality of life in my Community.

I fell I am qualified plus I would like to serve on the Parks, Beaches and Recreation Commission (PBRC)
because I think I have a great deal of experience to offer the PBRC with my involvement with my children in
various recreation activities in our Community of Newport Beach, both as a parent and my involvement in
service in many organizations interfacing with the PBR Department and/or in my professional career in the
real estate development. My family purchase our home in Laguna Beach in 1951 and I moved to Newport
Beach (CdM) in 1969 and purchased a home in Bastbluff in 1973 shortly after I was married so we have
enjoyed the PBR facilities along with Library and Oasis Senior Center. I have made many presentations
before our City Council plus many other Commissions representing both in my professional career in real
estate development as well as my volunteer work in this fine community. I think I have a good
understanding of my Community and from my experience in working with many governing agencies and
attending numerous related meetings, I think I know what is be expected of me to best serve as a
Commissioner in my Community.
My education is in architecture, engineering and planning along with my professional experience I have been
asked to be guest lecturer at colleges, professional and civic groups and governmental organizations in many
parts of US, especially in California and Washington D.C. Adding to my experience, I have also been a
licensed General Contractor as well as a Real Estate Salesman in the State of California.
I know that every approval may not meet everyone's expectations but in my professional experience of
presenting and having approvals for many millions of dollars worth of fine developments we have always
pleased most parties involved through a series of compromises so it would be a "win — win situation." I have
been directly involved in the design, processing and approval of projects from general plan amendments,
CEQA approvals, many different commissions and/or boards including environmental, transportation,
school, harbor, park, library, water, sanitation, other utilities; airport, and planning as well as
City /County Councils including the Coastal Commission, including attending its first meeting in Southern
California_ As the Project Manager for the development and construction of these projects, I was also
responsible for the budgeting, purchasing and construction, so I have a good fiscal understanding of costs,
governmental constraints, laws, codes, design, use of materials, OSHA, and plain common sense.
Jan and I have celebrated our 40t° Anniversary this year, she just retired as an elementary school teacher in
Garden Grove and we have lived in our home in Eastbluff since 1973. We raised three children that were
bom at Hoag Hospital, graduated from CdMHS, their respective universities in California, North Carolina
and Illinois, and are now successfully involved in their respective careers of choice.
Besides being an active person in my professional career and as a volunteer in the community, I have
enjoyed involvement in sports, fine arts, and gardening. I played football, track, and tennis in high school in
Lagima Beach, rowing at Orange Coast College, life guarding in Laguna Beach, and a member of the US
Army's Post on their swimming and volleyball teams. I loved snow skiing, surfing, sailing, fishing and
tennis and now I enjoy reading, cooking and tasting wine, gardening and especially being a grandparent,
besides giving back as a volunteer whenever called upon both for my Community, Rotary (it's motto:
Service Above Self) or my church.
I would be very proud and pleased to serve on the Parks and Recreation Commission and I think I can be fa'
and professional as a PBR Commissioner for my Community (I live by Rotary's Four Way Test) besideo
share my development and construction experience to improve and/or construct the many projects being

Real Estate Development as a Project Manager for large projects in residential (for sale and rental),
commercial, industrial, public works and land development projects in California, Nevada, Arizona,
Colorado, and Washington. I was brought in to started the development process performing due diligence
from the time the company had a position in the land through the turn over to sells or property management
and continued through customer service and exoneration of bonds and other governmental requirements.
Education in architecture and structural engineering plus a great deal of experience in civil engineering I
directed all design and development of all construction documents, coordinated all governmental relations
including discretionary approvals, permits, community relations, public presentations. Developed all
budgets and monitored throughout the project, developed the development schedules, wrote all the scopes of

Greystone Group is privately help development and construction company that developed in California, Arizona,
Texas and Colorado. Developed two projects 137 d.u. & 408 d.u. in Playa Vista adjacent to each other consists of one
and two (2) levels of subterranean parking and four (4) stories of wood frame, drywall and stucco Type V - 1 hour
construction with the same guidelines as Fairfield Residential projects listed below for a Texas developer with no
California experience.
Project Manager on three garden walk up projects in La Quinta, CA (149 d.u.); Anthem, AZ (354 d.u.); and
Henderson, NV (298 d.u.) providing development, contracting and construction management including the supervisior'.
of the field staff for La Quinta and Anthem projects. The Henderson project was bid out but was held up due to a
flood plain issue involving FEMA just before construction was to commence. Besides these projects, I was also
assisting a rehab project in downtown Los Angeles turning an abandoned office and commercial building into a
residential condo on floors 2 -6 with commercial on the ground level including a restaurant. I was continuously
involved due to staffing problems that did not have the combined experience the different structural shell materials, so
I filled in part time until the building was "topped out."
Fairfield Residential San Diego, CA
Title: Senior Project and Construction Manager 2001— 2003
The development and construction of a 214 unit apartment project, known as Product 2000 in Playa Vista, City of Los
Angeles, CA that consisted of two (2) levels of subterranean parking and four (4) stories of wood frame, drywall and
stucco Type V - 1 hour construction.
The project was excavated to an Elevation <2.50 feet below sea level> using vibrated in place steel sheet piles,
extensive temporary and permanent dewatering system, concrete friction piles, and an extensive methane and
waterproofing system prior to the placement of the fast concrete slab with a finish floor Elevation of 2.00 with ground
water at Elevation 5.00.
Involved in the bidding and purchasing process including working with a very complex labor agreement with the
Construction Trades Council that required the "shadow bidding process ". The Planned Community of Playa Vista also
has requirements that included an OCIP General Liability and Worker Compensation insurance program, extensive
environmental constraints, noise restrictions, strict SWPPP guidelines, water quality discharge program, construction
recycling program of over 90% of the waste, a disadvantaged workers program with 10% of the work force from th
program, and a strict safety program with regular inspections by third party inspectors. Also, managed our recycling
program where we recycled approximately 941/o of our construction waste.
Jan Development, Co. Beverly Hills, CA
Title: Project and Construction Manager 2000-2001
Jan Development is privately held development corporation that concentrated rehabilitation and new construction of
rental housing. I was brought in to completed two different apartment projects, adjacent to each other, with views of
the Marina that consisted of 2 levels of subterranean parking and four stories of wood frame construction totaling 500
units in Marina del Rey, California. Brought in to supervise and expedite the development and construction of this
project during the framing operation through occupancy.
Calstar Enuities Santa Monica, CA
Title: Project and Construction Manager 1999 —2000
Calstar Equities is a privately held development corporation that is concentrating on rehabilitation and new
construction of income producing in -fill properties that includes apartments, commercial and retail projects primarily
in the City of Santa Monica and the San Gabriel Valley.
In charge of the operations from construction document coordination, construction document approvals, preparation of
construction budgets, purchasing, construction management and Feld supervision. Managed the construction of over
$75 million dollars of apartment remodels, new apartment construction and retail developments. Projects constructed
include subterranean parking structures (three levels below grade) and four stories of wood framing above a second
floor concrete deck for apartments and a roof garden, pool and spa. Hired and supervised a staff to remodel existing
apartment complexes in Santa Monica which included adding a floor on an existing three story building. This project
also included the constructed of retail/office and commercial retail, which includes the shell building and tenant
improvements for a national retail chains including restaurants.

I specialized in single family, high density and troubled projects including large apartment complexes,
residential, industrial, office and land development projects for developers and financial institutions.

A privately held company, that joint ventured with financial institutions and large trust funds to develop large
apartment, industrial parks and office complexes in Orange, Riverside, San Bernardino, Los Angeles, Ventura and San
Diego.
Managed the development and construction operations of the company's projects, which included product
development, governmental approvals, preliminary estimates, budgets and financial preparation, over saw the bidding

Builders Consortium for Affordable Housing Santa Ana, CA
Title: Executive Vice President 1980 -1986
Organized, managed the development, financing, operations/construction, and marketing of the largest affordable
housing demonstration project of its kind in the U.S. This was a multifamily project that was under a management,
audit by both government and private sector. Sixteen of Orange County's builders were the financial partners in this'
venture through the Building Industry Association with all proceeds going to the BIA after return on investment to the
partners. HUD and FHA took a special interest and spent a great deal of time to monitor said project and I made many
trips to Washington D.C. to discuss how these agencies could modify their requirements to lower the cost of
construction and red tape.
Genstar Pacific / Broadmoor Homes Irvine, CA
Title: Vice President 1974-1980
In charge of marketing the company's joint ventures and then negotiated the equity financing with developers looking
for equity in Southern, Northern California and limited exposure outside of California. Also, spent over half my time
overseeing the budgets and construction operations since Genstar was a general partner in these projects and they
wanted construction management experience.
For five (5) years, I was the Senior Project Manager for Broadmoor Homes primarily on The Irvine Ranch but was
involved in customer service in Big Canyon and the initial approvals of Sea View Homes, and other planned
communities in Orange and Los Angeles County developing single family homes, the high - density condominium
projects and the condo conversion projects for the company.

SUMMARY FOR WANTING TO SERVE ON A COMMISSION
I think I am qualified and would like to serve on either the Parks, Beaches and Recreation Commission
or Planning Commission because I think I have a great deal of experience to offer on either
Commission with my involvement with my children in various recreation activities on the east side of
the `Bay" in Newport Beach and/or in my professional career in the real estate design, planning,
development and construction of master planned, residential for sale, apartments and industrial
developments throughout California, Arizona, Nevada, Washington and Colorado. My family has
lived in Laguna Beach since July 1951 and I moved to Newport Beach in 1969 having lived in a
duplex in CdM and then purchasing in Eastbluff since 1973. I have been in front of and made
presentation to both Commissions representing both in my professional career as well as my volunteer
work since being a resident of this fine community and know what to expect and I think how to best
serve my Community.

well as their respective universities California, North Carolina and Illinois. Jim is the only one married
to Amy and they have a 3 year old daughter and expecting another daughter in August.
Besides being an active person in his profession and community, I have been involved in sports, fine
arts and gardening. Played football, track, and tennis at Laguna Beach High School, rowed for Orange
Coast College, was a life guard in Laguna Beach, and swam and played volleyball for his post team at
Fort Carson, Colorado. I loved snow skiing, sailing, fishing as well as tennis and now enjoys to read,
cook, taste wine, garden and being a grandfather to Addison besides volunteers whenever called upon
both for the Community of Newport Beach and/or Rotary.
Will be continuing my role in Rotary in Rotary Year 2012 -2013 by serving District 5320 as Assistant
Governor assisting the four (4) clubs in Newport Beach and Irvine as needed besides heading up as
Chairman of the District 5320's Awards and Recognition Committee.

be a wonderful place to raise a family, I would like to insure the continued excellence of this City for my sons and daughter in law and

I am area I estate developer and regularly work with City Planning Commissions and City Councils throughout the state, |n pursuit o[
apartment and mixed use development (mostly affordable housing using Tax Credits and Tax Exempt Bonds). I have successfully entitled
and developed over 5,0V0 apartments, condominiums, single family homes and retail mixed use properties throughout California (26yr5)
| worked diligently for two years with the City of Costa Mesa on their mixed use overlay for the SUBECA area osan interested land owner
and developer within their overlay zone.
I am a licensed Architect, and at one time worked for the City of Jacksonville Florida as a Staff Planner.
