CALL TO ORDER — The meeting was called to order at 3:30 p.m. Staff Present: Brenda Wisneski, Zoning Administrator Jason Van Patten, Planning Technician Benjamin M. Zdeba, Assistant Planner B. MINUTES of June 26, 2014 Action: Approved 07/10/2014 C. PUBLIC HEARING ITEMS ITEM NO. 1 Heliotrope Waterpointe Tentative Parcel Map (PA2014 -093) 431 Heliotrope Avenue CD 6 Jason Van Patten, Planning Technician, provided a brief project description stating that the Tentative Parcel Map was for two -unit condominiums. He stated that an existing single - family dwelling was demolished and a new two -unit dwelling was under construction. He added that the applicant did not request to waive Title 19 standards but was subject to fair share fees and park dedication fees. Applicant Garrett Calacci on behalf of Heliotrope Waterpointe, LLC, property owner, stated that he had reviewed the draft resolution and the required conditions. The Zoning Administrator opened the public hearing. Seeing that no one from the public wished to comment the public hearing was closed. The Zoning Administrator then approved the project as proposed. Action: Approved ITEM NO.2 Vaughan Residence Condominium Conversion and Tentative Parcel Map (PA2014 -076) 618 and 618 % Poinsettia Avenue CD 6 Benjamin Zdeba, Assistant Planner, provided a brief project description stating that the Tentative Parcel Map is for two -unit condominiums. He stated that there is an existing duplex and furthered that the second unit was added in 2010. At that time, the property was also renovated to condominium standards with a separate garage and separate utilities. He indicated that a special inspection was conducted on the property and that several items could not be verified since the front unit was undergoing a remodel; however, the plans show a compliant structure and the resolution was conditioned such that compliance would be verified in the field. Lastly he stated the project is subject to park dedication fees. Zoning Administrator Wisneski clarified the special inspection requirements with the applicant and Mr. Zdeba. The Zoning Administrator opened the public hearing. Seeing that no one from the public wished to comment the public hearing was closed. She then approved the project as proposed. Action: Approved Page 1 of 2 NEWPORT BEACH ZONING ADMINISTRATOR MINUTES 07/10/2014 ITEM NO.3 The Waffle Affair Minor Use Permit (PA2014 -099) 1064 Bayside Drive CD 5 Benjamin Zdeba, Assistant Planner, provided a brief project description stating that the Minor Use Permit is for a food service, eating and drinking establishment within the Bayside Shopping Center. He indicated the previous tenant was a bakery and cafe which was not considered an eating and drinking establishment. He also stated the center was parked using the shopping center parking requirement which requires uses to be parked at one space per 200 square feet of gross floor area with a 15- percent floor area limit placed on eating and drinking establishments; the new project would increase the percentage to 11. Furthermore, he indicated that the operation did not propose to sell alcohol or to remain open beyond 11:00 p.m. and that the Minor Use Permit is required due to the project's proximity to residential zoning districts. Applicant Paul Shaver of CAA Planning, on behalf of the Irvine Company, stated that he had reviewed the draft resolution and the required conditions. The Zoning Administrator opened the public hearing. Seeing that no one from the public wished to comment the public hearing was closed. She then approved the project as proposed. Action: Approved D. PUBLIC COMMENTS ON NON - AGENDA ITEMS None. E.
